Officers, Governors, Delegates
Run for Tennessee Bar Association office
During 2007, the following officers, governors and delegates of the Tennessee Bar Association (TBA) will be elected as set forth in the association’s bylaws:
TBA officers and Board of Governors officers
A vice president (from the Middle Tennessee Grand Division elected by the association’s membership-at-large). The vice president automatically assumes the office of president-elect in 2008 and president in 2009.
District Governors
District governors in the 1st, 4th and 7th districts will be elected to three-year terms. They are elected by the members in their respective districts.
Those who currently hold those positions are: Morris Hadden (1st), Susan McGannon (4th) and Linda Warren Seely (7th). None of them are eligible for re-election because of term limits. In addition, elections will be held for unexpired terms of the District Governors in Districts 2 and 6. The incumbents, Nick McCall (2nd) and Patrick Carter (6th), were selected for one year to fill a vacancy. The election is now to fill the balance of the unexpired term.
Grand Division Governors
TBA Grand Division Governors are elected for one-year terms by the membership in each grand division.
• An East Tennessee governor from the 1st, 2nd or 3rd district.
• A Middle Tennessee governor from the 4th, 5th or 6th district.
• A West Tennessee governor from the 7th, 8th or 9th district.
Those who currently hold those positions are: Graham Swafford (E), Sue Van Sant Palmer (M) and Cecilia Barnes (W). Palmer is ineligible for re-election because of term limits.
TBA delegates to the ABA House of Delegates
Two members to represent the TBA in the American Bar Association (ABA) House of Delegates will be elected for two-year terms by the TBA membership in 2007. The positions are designated positions 1 and 3.
Those who currently hold those positions are Randy Noel (1) and Tasha Blakney (3), both of whom are eligible for re-election.
Position 3 must be held by a member who is less than 35 years old when the term begins in August 2007.
Qualifying, Balloting & Elections
The officers, governors and delegates are elected by the membership as provided by election procedures with petitions due Feb. 15, 2007. Ballots will be distributed by April 1, 2007, and ballots are due back May 1, 2007.
To qualify for any of these offices, a candidate must file a nominating petition with the executive director of the TBA. The petition must contain the names of 25 members of the association in good standing. The petition must be received at the TBA headquarters on or before Feb. 15, 2007.
A ballot containing the names of all duly qualified candidates will be distributed to members on or before April 1, 2007. To be counted, all ballots must be received at the office of the TBA auditors by the close of business, May 1, 2007. Votes will be tallied by the accounting firm selected by the Board of Governors in accordance with Section 44 of the bylaws. If there is only one duly-qualified candidate for an office by Feb. 15, 2007, that candidate will automatically be declared elected.
TBA House of Delegates
Members of the TBA House of Delegates are elected in odd-numbered years. One member of the TBA House of Delegates from each Judicial District and one additional delegate from the 6th (Knox County), 11th (Hamilton County), 20th (Davidson County) and 30th (Shelby County) are to be elected in 2007. The following is a list of the current members of the House from each district (and one young lawyer delegate from each grand division) whose terms expire this year:
