High Court Will Hear Cases on Death Row Inmates with Mental Issues

The U.S. Supreme Court granted cert today in two cases -- one from Arizona and one from Ohio -- raising the issue of whether death-row inmates with mental health problems are entitled to delays in their habeas proceedings. According to an opinion by the 6th U.S. Circuit Court of Appeals in the Ohio case, experts agreed that Sean Carter suffered from schizophrenia, personality disorder and hallucinations.
