Steven R. Stout has worked for the Office of General Counsel of the Tennessee Department of Environment & Conservation (TDEC). His experience concentrated in the areas of administrative and environmental law spans more than 22 years.

Since 1998 this practice has been primarily involved providing legal advice and assistance to TDEC in the areas of air pollution control and remediation at federal facilities. His signature accomplishments at TDEC include primary involvement   the 2011 Tennessee Valley Authority New Source Review settlement under the Clean Air Act. And he was involved in the federal property transfer pursuant to section 120 (h)(3)(C) of the Comprehensive Environmental, Response, Compensation, and Liability Act ( CERCLA ) of  property to the governments of Chattanooga and Hamilton County His involvement in air pollution issues has resulted in his following the series of events through which EPA has approached regulation of greenhouse gases ( primarily carbon dioxide ) using the federal Clean Air Act.

Steven is a native of Johnson County, Tennessee and a seventh generation Tennessean, tracing his ancestry back prior to statehood. He attended East Tennessee State University (B.S. 1983) and the University of Tennessee, College of Law, (J. D. 1990). In addition to presenting at numerous CLE programs and contributing newsletter articles, Steven chaired the Environmental Law section of the Tennessee Bar Association in 2002-2003.
