àThe€amendment,€on€its€face,€does€not€discriminate€against€any€class€ofÏprivate€propane€dealers.€€It€applies€only€to€utility€districts.€€The€only€mention€made€ofÏprivate€dealers€is€the€section€stating€that€the€amendment€will€not€prevent€any€otherÏperson€or€entity€from€selling€propane€gas,€which€does€not€establish€any€discriminationÏagainst€any€person€or€entity.Ìà
