×€€The€court€also€sustained€the€judgments€of€the€general€sessions€court.€€TheÏappellants€have€appealed,€challenging€the€correctness€of€the€trial€courtððs€decision.€€For€the€reasonsÏexpressed€below,€we€affirm€and€remand.ÌÌà àThe€facts€of€this€case€are€not€in€dispute.€€Carroll€County€entered€into€a€contract€withÏa€private€company€to€provide€mailbox€garbage€collection€services€to€its€rural€residents.€€TheÍCounty€assessed€a€fee€for€this€service€to€all€rural€households,€irrespective€of€whether€they€actuallyÏutilized€the€service.€€Appellants€claim€exemption€from€the€fee€because€they€dispose€of€their€wasteÏon€their€own€land.€ÌÌà àAlthough€Appellants€list€some€seven€issues€on€appeal,€we€find€they€may€beÏconsolidated€into€the€following€three:ÌÌÓÓà8 àà à1.€€Whether€Carroll€County€may€impose€a€monthlyÏhousehold€garbage€collection€fee€on€all€its€rural€county€citizens,Ïregardless€of€whether€they€desire€or€utilize€the€service.ÌÌà8 àà à2.€€Whether€Carroll€County€complied€with€relevant€stateÏstatutes€and€properly€adopted€resolutions€when€imposing€theÏmandatory€fees.ÌÌà8 àà à3.€€Whether€Appellants€were€denied€due€process€of€lawÏwhen€their€circuit€and€chancery€court€cases€were€consolidated€forÏdisposition.× ƒ/ ××  ×ÌÌÌÌÓÓà àAs€the€trial€courtððs€decision€rested€solely€on€questions€of€law,€our€review€is€òòò òdeÏnovoóóó ó€with€no€presumption€of€correctness.€€òòò òLucius€v.€City€of€Memphisóóó ó,€925€S.W.2d€522Ï(Tenn.€1996).€€Resolution€of€the€first€two€issues€requires€review€of€various€sections€of€theÏTennessee€Code.€€Solid€waste€disposal€is€addressed€in€Chapter€211€of€Title€68€of€the€Code.€€TheÏchapter€was€originally€comprised€of€ten€parts.€€Part€1,€designated€the€ð ðTennessee€Solid€WasteÏDisposal€Act,ðð€was€enacted€in€1969.€€Section€68„211„110€provides:ÌÌÓÓà8 àò òDisposal€on€own€land.ó 󀀄„€This€part€does€not€apply€to€anyÏprivate,€natural€person€disposing€waste€generated€in€such€naturalÏpersonððs€own€household€upon€land€owned€by€such€natural€person;Ïprovided,€that€such€disposal€does€not€create€a€public€nuisance€or€aÍhazard€to€the€public€health.ÌÌÌÌÓÓà àPart€8€is€identified€as€the€ð ðSolid€Waste€Management€Act€of€1991.ðð€€It€states€asÏfollows€under€ðð€68„211„851(a):ÌÌÓÓà8 àEffective€January€1,€1996,€each€county€shall€assure€that€one€(1)€orÏmore€municipal€solid€waste€collection€and€disposal€systems€areÏavailable€to€meet€the€needs€of€the€residents€of€the€county.€.€.€.€€TheÏminimum€level€of€service€that€the€county€shall€assure€is€a€systemÏconsisting€of€a€network€of€convenience€centers€throughout€theÏcounty.€€Unless€a€higher€level€of€service,€such€as€household€garbageÏpickup,€is€available€to€the€residents,€a€county€shall€provide€directly,Ïby€contract,€or€through€a€solid€waste€authority,€convenience€centersÏwhich€shall€meet€minimum€design€standards€.€.€.€.ÌÌÌÌÓÓSection€68„211„802€defines€ð ðconvenience€centerðð€as€ð ðany€area€which€is€staffed€and€fenced€that€hasÏwaste€receptacles€on€site€that€are€open€to€the€public,€when€an€attendant€is€present,€to€receiveÏhousehold€waste,€.€.€.€.ððÌÌà àSection€68„211„835(g)(1)€„€(3)€provides:ÌÌÓÓà8 àà àIn€addition€to€any€power€authorized€by€title€5,€a€county,Ïmunicipality€or€solid€waste€authority€is€authorized€to€impose€andÏcollect€a€solid€waste€disposal€fee.€€Funds€generated€from€such€feesÏmay€only€be€used€to€establish€and€maintain€solid€waste€collectionÏand€disposal€services,€including,€but€not€limited€to,€convenienceÏcenters.€€All€residents€of€the€county€shall€have€access€to€theseÏservices.€€The€amount€of€the€fee€shall€bear€a€reasonable€relationshipÏto€the€cost€of€providing€the€solid€waste€disposal€services.€€Such€feesÏshall€be€segregated€from€the€general€fund€and€shall€be€used€only€forÏthe€purposes€for€which€they€were€collected.Ìà8 àà à(2)€Subject€to€any€other€requirement€of€law,€a€county,Ïmunicipality€or€solid€waste€authority€may€enter€into€an€agreementÏwith€an€electric€utility€to€collect€the€solid€waste€disposal€fee€as€a€partÏof€the€utilityððs€billing€process.€€The€agreement€shall€be€approved€byÏthe€governing€body€of€the€county€or€municipality€entering€into€theÏagreement,€or,€in€the€case€of€a€solid€waste€authority,€the€agreementÏshall€be€approved€by€the€authorityððs€board€of€directors.Ìà8 à(3)€A€solid€waste€disposal€fee€shall€not€be€imposed€on€anyÏgenerator€of€solid€waste€when€the€generatorððs€solid€waste€isÏmanaged€in€a€privately€owned€solid€waste€disposal€system€orÍresource€recovery€facility€owned€by€the€generator.ÌÌÌÌÓÓà àChapter€19€of€Title€5,€T.C.A.€ðððð€5„19„101€to€116,€enacted€in€1969,€pertains€toÏð ðgarbage€and€rubbish€collection€and€disposal€services.ðð€€Section€5„19„107(11)€provides:ÌÌÓÓà8 àò òPowers€of€counties.ó 󀄄€The€several€counties€are€empowered€toÏdo€all€things€necessary€to€provide€such€county„wide€or€specialÏdistrict€garbage€and€rubbish€collection€and/or€garbage€and€rubbishÏdisposal€service,€including€but€not€limited€to:Ìà àà à.€.€.€.Ìà8 àà àEstablish€schedules€of,€and€collect€reasonable€charges€for,Ïany€services€rendered€in€any€district€or€area€which€are€not€coveredÏby€the€special€tax€levy€authorized€in€ðð€5„19„108€or€ðð€5„19„109€forÏgarbage€and€rubbish€collection€and/or€disposal€in€that€district€or€area;ÌÌÌÌÓÓSection€5„19„109(a)€and€(b)(1)„(3)€states:ÌÌÓÓà8 àIf€less€than€all€persons€in€the€county€are€to€be€served,€the€county,€ifÏit€chooses€to€enter€into€garbage€and€rubbish€collection€and€disposalÏactivities,€must€establish€a€district€or€districts€within€which€theÏservice€is€to€be€provided.Ìà8 àà à(b)€Such€county€must€pay€the€full€costs€of€the€services€to€beÏprovided€either:Ìà8 àà à(1)€From€the€proceeds€of€a€tax€levied€only€on€propertyÏwithin€the€district€or€districts;Ìà8 àà à(2)€From€the€proceeds€of€a€schedule€of€service€chargesÏlevied€upon€the€recipients€of€the€services€in€the€district€or€districts;€orÌà8 àà à(3)€From€a€combination€of€both€such€a€tax€levy€and€serviceÏcharge€levy.ÌÌÌÌÓÓFinally,€ðð€5„19„116€sets€forth:ÌÌÓÓà8 àò òHouseholdersðð€rights€preserved.ó 󀀄„€this€chapter€shall€notÏprohibit€an€individual€householder€from€disposing€of€solid€wasteÏfrom€such€householderððs€own€household€upon€such€householderððsÏown€land;€provided,€that€such€disposal€does€not€create€a€publicÏnuisance€or€a€hazard€to€the€public€health.ÌÌÌÌÓÓà àIt€is€Appellantsðð€contention€that€ðð€68„211„110€of€the€Solid€Waste€Disposal€ActÍoperates€to€exempt€them€not€only€from€that€Actððs€provisions€but€from€ð ðall€areas€of€law€dealing€withÏsolid€waste€disposal,ðð€provided€they€do€not€create€a€nuisance€or€health€hazard€when€disposing€ofÏtheir€own€waste€on€their€land.€€Although€they€acknowledge€that€Part€8€contains€no€like€exemption,Ïthey€argue€that€it€is€not€necessary€that€it€do€so€because€of€the€express€exemption€in€Part€1.€€TheyÏassert€that€because€Part€1€already€exempts€certain€persons€from€the€laws€dealing€with€wasteÏdisposal,€ð ðit€is€not€necessary€to€include€the€exemption€again€in€the€statutes€that€deal€with€theÏmanagement€of€waste€facilities.ðð€€ÌÌà àThe€most€basic€principle€of€statutory€construction€is€to€ascertain€and€give€effect€toÏthe€intention€and€purpose€of€the€legislature.€€Such€intent€is€to€be€ascertained€primarily€from€theÏnatural€and€ordinary€meaning€of€the€language€used,€without€any€forced€or€subtle€construction€thatÏwould€limit€or€extend€the€meaning€of€the€language.€€òòò òTuggle€v.€Allright€Parking€Systems,ÏInc.óóó ó,€922€S.W.2d€105,€107€(Tenn.€1996).€€We€are€to€avoid€a€construction€that€places€one€statuteÏin€conflict€with€another€and€must€resolve€any€possible€conflict€between€statutes€in€favor€of€eachÏother€to€provide€harmonious€operation€of€the€laws.€€òòò òSharp€v.€Richardsonóóó ó,€937€S.W.2d€846,Ï849€(Tenn.€1996);€òòò òHolder€v.€Tennessee€Judicial€Selection€Commððnóóó ó,€937€S.W.2d€877,Ï883€(Tenn.€1996).€€Where€two€statutes€are€capable€of€coexistence,€it€is€this€Courtððs€duty,€absentÏclearly€expressed€intention€to€the€contrary,€to€regard€each€statute€as€effective.€€òòò òIn€re€Thurmanóóó ó,Ï127€B.R.€401,€405€(M.D.€Tenn.€1991).€€ÌÌà àWe€do€not€find€the€two€Acts€discussed€above€to€be€conflicting€in€their€provisions.€ÏNor€do€we€find€their€language€ambiguous.€€Clearly,€both€Actsðð€provisions€are€capable€ofÏcoexistence€and€harmonious€operation.€€We€agree€with€the€trial€court€that€ðð€68„211„110€clearly€andÏunambiguously€excludes€all€those€who€meet€its€criteria€from€the€provisions€of€the€Solid€WasteÏDisposal€Act,€including€the€requirements€of€registration€and€the€imposition€of€criminal€penalties€forÏviolation€thereof.€€òòò òSeeóóó ó€T.C.A.€ðððð€68„211„106€and€114.€€(R.€129).€€However,€it€is€equally€clearÏthat€such€persons€meeting€the€criteria€set€forth€under€ðð€68„211„110€are€excluded€only€from€ð ðthisÍpartðð€€„€Part€1.€€We€also€point€out€that€Part€1€does€not€include€any€provisions€concerning€theÏimposition€of€solid€waste€disposal€fees.€€No€like€exemption€is€found€within€the€provisions€of€PartÏ8,€which€expressly€pertains,€in€part,€to€the€collection€of€a€solid€waste€disposal€fee€by€ð ða€county,Ïmunicipality€or€solid€waste€authority.ðð€€ðð€68„211„835(g)(1).€ÌÌà àWe€cannot€agree€with€the€appellants€that€it€was€not€necessary€to€include€a€likeÏexemption€in€Part€8€because€of€ðð€68„211„110.€€It€is€presumed€that€each€word€used€in€a€statute€hasÏmeaning€and€purpose€and,€thus,€each€word€should€be€given€full€effect€if€doing€so€would€notÏviolate€the€legislatureððs€obvious€intent.€€òòò òEyman€v.€Kentucky€Cent.€Ins.€Co.óóó ó,€870€S.W.2dÏ530,€531€(Tenn.€App.€1993).€€Moreover,€when€the€words€of€a€statute€are€plain€and€unambiguous,Ïwe€assume€the€legislature€intended€what€it€wrote€and€meant€what€it€said.€€òòò òWorley€v.€Weigels,ÏInc.óóó ó,€919€S.W.2d€589,€593€(Tenn.€1996).€€Section€68„211„110€clearly€establishes€that€theÏpersons€meeting€its€criteria€are€exempt€only€from€ð ðthis€part.ðð€€If€the€legislature€had€intendedÏotherwise,€it€could€have€expressly€included€such€exemption€when€enacting€the€1991€Act€orÏamended€the€prior€Act.€€The€legislature€is€presumed€to€have€knowledge€of€its€prior€enactments€andÏto€know€the€state€of€the€law€at€the€time€it€passes€legislation.€€òòò òCronin€v.€Howeóóó ó,€906€S.W.2d€910,Ï912€(Tenn.€1995);€òòò òHolderóóó ó,€937€S.W.2d€at€833.ÌÌà àFurther,€we€agree€with€the€reasoning€as€expressed€by€the€trial€court€in€construingÏthe€Acts,€when€stating:ÌÌÓÓà8 àà àT.C.A.€ðð€68„211„835(g)(1)€allows€a€county€or€solid€wasteÏauthority€to€impose€and€collect€a€fee€for€establishing€and€maintainingÏsolid€waste€òòcollection€and€disposal€services,€including€convenienceÏcentersóó.€€The€convenience€centers€are€to€be€open€to€the€public€asÏprovided€in€T.C.A.€ðð€68„211„802(a)(4).ÌÌà8 àDid€the€Legislature€intend€that€if€a€person€desires€not€to€useÏconvenience€centers€placed€throughout€a€county€that€this€personÍwould€be€exempt€from€helping€defray€the€cost€of€such€centers?€€TheÏanswer€is€clearly€no,€considering€that€the€above€cited€statutesÏprovide€that€utility€companies€may€collect€the€fees€for€operating€theÏconvenience€centers,€effectively€from€all€households,€and€that€ð ðallÏresidents€of€the€county€shall€have€access€to€these€services.ððÌÌà8 àà àThe€household€garbage€pick„up€is€merely€a€ð ðhigher€level€ofÏserviceðð€than€convenience€centers€offered€residents,€as€noted€inÏT.C.A.€ðð€68„211„851(a).ÌÌà8 àà àDid€the€Legislature€intend€that€if€certain€persons€prefer€not€toÏuse€household€garbage€collection€provided€by€the€county€that€theyÏwould€be€exempt€from€the€fee?€€Again,€this€does€not€appear€to€be€theÏintent€of€the€above€cited€statutes.€€It€would€not€appear€logical€toÏconclude€that€all€residents€are€responsible€for€the€cost€ofÏconvenience€centers,€irrespective€of€use,€yet€not€responsible€for€theÏcost€of€collecting€household€garbage,€even€if€not€used.€€There€is€noÏdistinction€made€in€the€statutes€between€the€two€services€relative€toÏthe€method€of€assessing€costs€for€the€services.€ÌÌÌÌÓÓà àAppellants€additionally€rely€upon€the€provisions€of€ðð€68„211„835(g).€€As€noted,Ïthis€section€precludes€the€imposition€of€a€solid€waste€disposal€fee€on€any€generator€of€solid€waste€ifÏit€is€managed€in€a€privately€owned€solid€waste€disposal€system€or€resource€recovery€facility€ownedÏby€the€generator.€€A€ð ðsolid€waste€disposal€systemðð€is€defined€at€T.C.A.€ðð€68„211„103(10)× ƒ0 ××  ×€as€ð ðtheÏrelationship€of€the€coordinated€activities€of€and€resources€for€processing€and€disposal€of€solidÏwastes€within€a€common€geographical€area€and€under€the€supervision€of€any€person€or€personsÏengaging€in€such€activities.ðð€€A€ð ðresource€recovery€facilityðð€is€defined€in€ðð€68„211„902(7)€as€ð ðland,Ïrights€in€land,€buildings,€facilities€and€equipment€suitable€or€necessary€for€the€recovery€orÏproduction€of€energy€or€energy€producing€materials€in€any€form€resulting€from€the€controlledÏprocessing€or€disposal€of€solid€waste€or€the€systematic€separation,€extraction€and€recovery€ofÏrecyclable€materials€from€the€solid€waste€stream,€including€facilities€or€systems€for€the€storage,Íconversion€or€transportation€thereof.ðð€€Based€on€the€foregoing€definitions,€we€conclude€that€theÏexemption€in€Part€8€does€not€apply€to€the€solid€waste€disposal€activities€of€individual€householdsÏsuch€as€that€of€Appellants.ÌÌà àWith€respect€to€Title€5,€we€are€cognizant€of€the€fact€that€it,€too,€provides€for€theÏrights€of€individual€householders€to€dispose€of€their€own€waste€upon€their€own€land,€providedÏsuch€disposal€is€not€hazardous€to€the€public€or€does€not€constitute€a€public€nuisance.€€T.C.A.€ðð€5„19„116.€€However,€as€aptly€pointed€out€by€the€chancellor,€ðð€5„19„116€does€not€grant€to€theseÏhouseholders€an€exemption€from€payment€of€the€fees€for€either€mailbox€garbage€pickup€or€theÏestablishment€of€convenience€centers€or€from€payment€of€a€property€tax€(which€the€County€couldÏhave€opted€for€under€ðð€5„19„109(b)(1)).€€The€trial€court€reasons:€ÌÌÓÓà8 àà àAll€Carroll€County€residents€who€do€not€reside€in€aÏmunicipality€can€use€the€garbage€pick„up€services€offered€by€theÏcounty€if€they€elect€to€do€so.€€All€such€rural€residents€are€recipientsÏof€the€household€garbage€pick„up€service€offered,€even€if€theyÏchoose€to€skip€a€week,€a€month€or€all€services.ÌÌà8 àà àT.C.A.€ðð€5„19„107€provides€that€a€county€may:ÌÌà8 àà8 à(11)€Establish€schedules€of,€and€collect€reasonableÏcharges€for,€òòany€services€renderedóó€in€any€district€orÏarea€which€are€not€covered€by€the€special€tax€levy€.€.Ï.€.ÌÌà8 àà àð ðRendered,ðð€according€to€the€òòRandom€House€Dictionaryóó,Ï1980,€means€ð ðto€furnish€or€provide.ðð€€Again€it€is€not€disputed€that€inÏthe€instant€case€the€parties€resisting€the€mandatory€fee€are€furnishedÏor€provided€the€pick„up€service.€€ÌÌÌÌÓÓà àWe€conclude€that€the€reasoning€set€forth€by€the€chancellor€in€interpreting€the€variousÏstatutes€is€sound€and€that€it€provides€for€ð ðharmonious€operation€of€the€laws.ðð€€We€therefore€agreeÏthat€Carroll€County€may€legally€impose€a€monthly€fee€on€all€its€rural€residents€for€solid€wasteÏdisposal€services€regardless€of€whether€the€services€are€actually€utilized.ÌÌà àAppellantsðð€second€issue€pertains€to€whether€the€County€has€taken€the€necessaryÏlegal€steps€to€impose€the€solid€waste€disposal€fees.€€T.C.A.€ðð€68„211„813(a)(1)€provides€for€theÏestablishment€of€ð ðmunicipal€solid€waste€regionsðð€by€resolution€of€the€respective€county€legislativeÏbodies.€€The€region€shall€consist€of€one€or€two€or€more€contiguous€counties.€€The€resolution€ð ðshallÏprovide€for€the€establishment€of€a€board€to€administer€the€activities€of€the€region.ðð€ðð€68„211„813(b)(1).€€Subsection€(c)€requires€each€region€to€develop€a€solid€waste€management€plan€ð ðfor€aÏten„year€disposal€capacity.ðð€€The€plan€must€be€approved€by€the€Department€of€Environment€andÏConservation€and€include€information€regarding€costs€of€collection,€disposal€and€maintenance€andÏð ð[r]evenues,€including€cost€reimbursement€fees,€appropriations€and€other€revenue€sources.ðð€ÏT.C.A.€ðð€68„211„815(b)(2)(D)€„€(E).€€Section€68„211„903(a)€of€the€Solid€Waste€Authority€Act€ofÏ1991€(Part€9)€states€that€ð ð[a]€county€or€any€of€the€counties€in€a€municipal€solid€waste€region€mayÏcreate€a€solid€waste€authority,€by€resolution€of€the€respective€county€governing€bodies€.€.€.€.€€AnyÏresolutions€creating,€amending€or€dissolving€an€authority€shall€be€.€.€.€sent€to€the€secretary€of€stateÏand€the€commissioner.ðð€€Section€68„211„904€requires€that€the€resolution€creating€an€authority€shallÏprovide€for€the€establishment€of€a€board€of€directors€to€administer€the€authorityððs€activities.ÌÌà àThe€record€before€us€includes€a€ð ðResolution€To€Approve€The€Necessary€Steps€ToÏSite,€Permit,€Finance,€And€Construct€A€Carroll€County€Landfill€And€Implement€Rural€WasteÏCollectionðð€passed€and€approved€March€9,€1992.€€The€resolution€includes€the€recommendation€byÏthe€Carroll€County€Solid€Waste€Committee€that€ð ðdoor„to„door€trash€collection€be€provided€for€allÏrural€citizens€of€Carroll€County€as€a€means€to€meet€the€requirement€of€the€1991€Solid€WasteÏManagement€Act.ðð€€The€resolution€further€denotes€the€committeeððs€recommendations€that€theÏCounty€ð ðimpose€and€collect€a€solid€waste€disposal€fee€to€be€used€only€to€establish€and€maintainÏsolid€waste€collection€for€the€rural€citizens€of€Carroll€County€and€solid€waste€disposal€for€allÏcitizens€of€Carroll€Countyðð€and€contract€with€electric€utility€districts€to€collect€the€fee€in€conjunctionÏwith€the€utilityððs€billing€process.€€By€amendment,€ðð€6€was€added€to€the€resolution€to€state€that€ð ð[a]llÏoptions€for€collection,€disposal,€and€funding€be€explored,€and€all€options€explored€be€presentedÍbefore€the€full€commission€for€consideration.ðð€€Resolution€No.€12„1„92€provides€for€the€creationÏof€the€ð ðCarroll,€Benton€and€Henry€Counties€Municipal€Solid€Waste€Planning€Regionðð€(CBHÏRegion).€€The€resolution€provides€for€a€nine€member€ð ðmunicipal€solid€waste€region€board.ðð€€TheÏrecord€reflects€a€resolution€approving€the€ð ðten„year€planðð€of€the€CBH€Region€and€providing€for€itsÏsubmission€to€the€state€for€approval.€€The€plan€provides€for€the€collection€of€a€rural€residentialÏgarbage€collection€fee.€€The€Carroll€County€Board€of€Commissioners€approved€the€Countyððs€entryÏinto€contracts€with€a€private€company€for€rural€trash€collection€and€disposal€by€resolution€approvedÏApril€11,€1994.€€Resolution€No.€10„2„94€dissolves€the€CBH€Region€and€creates€the€Carroll€andÏHenry€County€Municipal€Solid€Waste€Region.€€It€also€establishes€a€municipal€solid€waste€regionÏboard€to€be€comprised€of€seven€members.€€Resolution€No.€1„2„95€denotes€the€establishment€of€anÏð ðamendedðð€planning€region,€the€stateððs€approval€of€its€solid€waste€regional€plan€and€theÏauthorization€of€legal€proceedings€against€those€delinquent€in€payment€of€the€monthly€service€feesÏfor€mailbox€garbage€collection.€€Resolution€No.€2„2„95€of€the€Carroll€County€Board€ofÏCommissioners€confirms€an€appointment€to€the€solid€waste€region€board.€€Finally,€the€CarrollÏCounty€Board€of€Commissioners€authorized€the€creation€of€a€county€solid€waste€authority€byÏresolution€approved€September€16,€1991.€€Ìà àThe€appellants€contend€that€the€County€failed€to€register€with€the€Secretary€of€StateÏwhen€creating€the€Carroll€County€Solid€Waste€Authority€(in€whose€name€suit€was€brought€againstÏthe€appellants)€and€failed€to€appoint€a€governing€board€to€serve€on€the€authority.€€T.C.A.€ðð€68„211„904€provides€that€ð ð[t]he€authorityððs€board€of€directors€may€be€the€same€board€as€that€of€theÏmunicipal€solid€waste€region€or€it€may€be€a€separate€board.ðð€€Although€it€is€unclear€whether€aÏseparate€board€was€created€for€the€authority,€a€board€of€directors€was€composed€by€appropriateÏresolution€for€the€solid€waste€region€which€may€also€serve€the€authority.€€Moreover,€we€note€thatÏPart€9€states€only€that€a€solid€waste€authority€ð ðmayðð€be€created€by€the€municipal€region.€€It€is€notÏmandatory.€€Under€Part€8,€however,€the€respective€county€legislative€bodies€are€required€toÏestablish€municipal€€solid€waste€regions.€€The€County€did€this,€by€resolution,€along€with€creating€aÏboard€of€directors€to€serve€thereon€and€instituting€a€ten€year€plan€approved€by€the€state€whichÍincludes€the€imposition€of€a€fee€for€solid€waste€collection€and€disposal€on€all€its€rural€residents.€ÏWe€conclude€that€the€County€has€complied€with€existing€Tennessee€law€in€imposing€the€respectiveÏfee€on€Appellants.ÌÌà àWe€do€not€find€that€Appellantsðð€rights€of€due€process€were€violated€by€the€transferÏof€their€appeals€to€the€chancery€court€for€disposition.€€Resolution€of€the€chancery€court€matterÏnecessarily€determined€the€outcome€of€their€appeals.€€The€record€includes€an€order€from€the€circuitÏcourt€transferring€their€respective€causes€(appeals)€to€chancery€court€and€instructions€to€the€courtÏclerk€to€send€attested€copies€thereof€to€the€litigants€or€their€attorneys.€€The€record€further€indicatesÏthat€Appellants€were€represented€by€counsel€at€the€hearing€in€chancery€court.ÌÌà àThe€judgment€of€the€trial€court€is€affirmed€and€this€cause€remanded€for€any€furtherÏproceedings€consistent€herewith.€€Costs€are€taxed€to€the€appellants,€for€which€execution€may€issueÏif€necessary.ÌÌÓÓà
