Appellantraisesonlyoneissueforreview:thetrialcourterredinusingtwopriorconvictionstosentencehimasthirdtimeoffender.Duetoanincompleterecord,wecannotreviewthisissue.Thejudgmentofthetrialcourtisaffirmed. Appellantdoesnotcontestthesufficiencyoftheevidenceandarecitationofthefactsisnotnecessary.Hisonlyargumentonappealisthatthetwoconvictionsusedbythetrialcourttoqualifyhimasathirdoffenderwereconstitutionallyinfirmandshouldnothavebeenconsidered.HisallegationisthatthetwopriorconvictionsweretheresultofguiltypleasandtherequirementsofStatev.Mackey,553S.W.2d337(Tenn.1977)werenotfollowed.Thefatalflawinappellantsargumentisthatnothingintherecorddemonstratestheirinfirmity.Therecordisabsentofanysubstantiveevidenceabouttheseconvictions;appellantsbriefcontainsmereassertionsthattheseconvictionswereviolativeofMackey.AppellantdidnotattempttoprovethatMackeywasnotfollowedbyincludingthetranscriptsfromthesentencingfortheseconvictions.Infact,therecordcontainsonlycopiesoftheconvictions.Asubstantiveerror,suchasaMackeydeficiency,cannotbediscernedmerelybyexaminingtheconviction. Inaddition,thesentencingorderenteredbythetrialjudgedoesnotreflectthespecificconvictionsuponwhichherelied.TherecordreflectsthatappellanthadfivepriorDUIconvictions.Neitherdowehavethetranscriptsfromthetrialorthesentencinghearingtodetermineifuseoftheconvictionswereobjectedtoorifthetrialcourtmadeanyrulinginthisrespect.Ifanobjectionhadbeenmadecontemporaneouslywiththeiruseandthiswasreflectedinatranscript,perhapswecouldevaluatethevalidityofappellantsclaim.However,withoutanyinformationintherecordaboutthecircumstancesoftheseconvictionsorwhethertheerrorwasraisedattrialorsentencing,ourreviewisseverelyhandicapped.Withonlyappellantsbaldassertionsupportedbynothingmore,wecannotreviewtheissue.SeeTenn.Ct.Crim.App.R.10(6)andTenn.R.App.P.27(a)(7). Withoutacompleterecordoftheevidence,weareunabletodetermineiftheconvictionswereconstitutionallyinfirm.Itisthedutyoftheappellanttopreparearecordwhichconveysafair,accurateandcompleteaccountofwhattranspiredwithrespecttotheissuesformingthebasisoftheappeal.Tenn.R.App.P.24(g)andStatev.Ballard,855S.W.2d557,560(Tenn.1993)(citationsomitted).Anappellatecourtisprecludedfromconsideringthemeritsofanissuewheretherelevantmaterialisabsentfromtherecord.Id.󀀀Wemustdeclinetoreviewtheissue.
