Afterareviewoftherecord,weaffirmthejudgmentofthetrialcourtpursuanttoCourtofCriminalAppealsRule20. AWilliamsonCountyCircuitCourtjuryfoundAppellantguiltyofthreecountsofvehicularburglary,twocountsofpetitlarceny,onecountofgrandlarceny,onecountofillegallypossessingexplosives,andofbeingahabitualcriminal.HereceivedalifesentencepluseightyearsintheTennesseeDepartmentofCorrection.Ondirectappeal,thisCourtsetasidethehabitualcriminalconvictionandremandedforresentencing.TheTennesseeSupremeCourtaffirmedthatjudgmentonSeptember24,1990,constituting,forthepurposeofthepostconvictionstatuteoflimitations,thefinalactionofthehigheststateappellatecourt. OnDecember11,1995,Appellantfiledthispostconvictionpetition,allegingnewlydiscoveredevidence.ThetrialcourtdismissedthepetitionastimebarredbythestatuteoflimitationsfoundatTennesseeCodeAnnotatedSection4030202(a). Inthisappeal,Appellantmaintainsthathispetitionisnottimebarred,arguingthatSection4030202(a),whileshorteningthestatuteoflimitationsforpostconvictioncasesfromthreeyearstooneyear,createdaoneyearwindowfromitseffectivedatetopresentpostconvictionclaims.AppellantclaimsthereforethathehadoneyearfromMay10,1995,theeffectivedateofSection4030202(a),tofilehispetition.
