Pewitt,No.01C019411CC00375,WilliamsonCounty(Tenn.Crim.App.Aug.22,   1996),app.denied(Tenn.Jan.1,1997).Thepetitionercontendsthatthetrialcourt   erredindismissinghispetitionwithoutappointingcounsel,allowingamendmentofthepetitionwiththeaidofcounsel,orholdinganevidentiaryhearing.Weaffirmthetrialcourtsorderdismissingthepetitionforfailuretostateaclaim. ThedocumentsinExhibitAcontainallegationsregardingpastlitigationinthe21stjudicialdistrict,nonedealingwiththepetitionerscase.The1994articlereportsthatthenGovernorNedRayMcWhertersentchargesofwrongdoingmadebyacitizensgroupagainstsome21stjudicialdistrictofficialstotheTBIforreview.ThecentralthrustofthecomplaintsarereportedtohavedealtwiththedistrictattorneysofficeandthePerryCountysheriff.Nomentionismadeoffurtherdevelopments,ifany,occurringinthesucceedingthreeandonehalfyearsbeforethepetitionerfiledhispostconvictionpetition. Thetrialcourtdismissedthepetitionasamended.Itstatedthatthepetitionerstillfailedtoallegeafactualbasisforanyofthegroundshealleged.
