Inthispetition,theappellantallegedthathis"enhancedpunishment[as]anhabitualcriminalisinvalidbecauseitdoesnotcomportwiththestatutoryprerequisiteswithrespecttopriorfelonyconvictions."TheappellantcitesBeechumv.UnitedStates,___U.S.___,114S.Ct.1669,128L.Ed.2d383(1994),andarguesthatthesuitisnottimebarredbecauseBeechumwasnotavailableasagroundforreliefuntilitwasdecidedonMay16,1994.Onappeal,hemaintainsthatheisentitledtoreliefunderBeechum.HealsocomplainsthatthetrialjudgeandtheStatefailedtocomplywiththestatutoryrequirementsofthePostConvictionProceduresAct.  Wedisagree.InBeechumv.UnitedStates,supra,theUnitedStatesSupremeCourtinterpreted18U.S.C.921(a)(20),astatutedealingwiththedefinitionofa"conviction"forpurposesofthefederalfirearmsstatute.Id.at1671.Thedefendantshadclaimedthatpriorfederalconvictionscouldnotbeusedagainstthembecausetheircivilrightshadbeenrestoredpursuanttostatelaw.Thecourtheldasamatteroffederalstatutoryinterpretionthatarestorationofcivilrightsforfederalfelonsmustbepursuanttofederallaw.Id.Insum,Beechumdoesnotaffordanyrelieftotheappellant.SeeDeweyScottFrazierv.State,No.03C019505CR00142(Tenn.Crim.App.,Feb.8,1995,Knoxville).Itfollowsthatitalsodoesnotserveasabasisforexemptingthiscasefromthestatuteoflimitations.Id.
