PursuanttoT.C.A.4030202(a)(1996supp.),apetitionermustpetitionforpostconvictionreliefwithinoneyearofthedatethejudgmentbecamefinal.TheCompilersNotestoT.C.A.4030201(1996supp.)statethatthe1995PostConvictionActgovernsallpetitionsforpostconvictionrelieffiledafterMay10,1995.Moreover,theCompilersNotesindicatethat anypersonhavinggroundforreliefrecognizedunderthispartshallhaveatleastone(1)yearfromMay10,1995,tofileapetitionoramotiontoreopenapetitionunderthispart.UnderT.C.A.4030202(b)(1996supp.),acourtdoesnothavejurisdictiontoconsiderapetitionfiledoutsidetheoneyearstatuteoflimitationunlessoneofthreelimitedexceptionsapplies.  Inthepresentcase,thepetitionerfiledhispetitiononJuly11,1996.Accordingly,thepetitionisgovernedbythe1995PostConvictionAct.Thepetitioninthiscase,however,wasfiledoutsidethestatuteoflimitationsetforthinT.C.A.4030202(a),whichdeprivedthetrialcourtofjurisdictiontoentertainthepetition.Moreover,thepetitionerhasfailedtoshowthatanyofhisclaimsfallwithinoneoftheexceptionssetforthinT.C.A.4030202(b).
