Thedatesrelevanttothisappealareasfollows.OnJanuary24,1984,Appellantwasconvictedofaggravatedsexualbatteryandaggravatedrape.OnApril24,1985,thisCourtaffirmedAppellantsconvictions.OnJuly15,1985theTennesseeSupremeCourtdeniedAppellantsapplicationforappeal.OnJuly1,1986,thethreeyearstatuteoflimitationsfoundinTennesseeCodeAnnotatedSection4030102becameeffective.OnJuly1,1989,Appellantsallowabletimewithinwhichtofileapetitionforpostconvictionreliefexpired. +   ׀TennesseeCodeAnnotatedSection4030101etseq.wasamendedandcodifiedasTennesseeCodeAnnotatedSection4030202etseq.OnMay10,1995,theamendedactbecameeffective.OnAugust24,1995,Appellantfiledhispetitionforpostconvictionrelief.
