Weaffirmthejudgmentofthetrialcourt.  OnMarch1,1989,thepetitionerenteredpleasofguilttotwocountsofpossessionofaScheduleIIcontrolledsubstanceforresaleandtwocountsofpossessionofaScheduleVIcontrolledsubstanceforresale.ThetrialcourtimposedaRangeI,tenyearsentence.Twopetitionsforpostconvictionreliefwerefiledin1989butwithdrawnonMarch1,1990.OnApril30,1996,thepetitionerfiledapetitionforpostconvictionreliefand,inthealternative,soughtthereopeningofhispreviouslyfiledpetition.Amongothergrounds,thepetitionerallegedthathewasdeniedtheeffectiveassistanceofcounselattrial.  Atthetimethepetitionerwasconvicted,therewasathreeyearstatuteoflimitationsunderthePostConvictionProcedureAct.Tenn.CodeAnn.4030102(repealed1995).AnamendmenttotheAct,effectiveMay10,1995,reducedthelimitationsperiodtooneyear.Theamendmentprovides,inpart,asfollows:8 8 Notwithstandinganyotherprovisionofthisacttothecontrary,anypersonhavingagroundforreliefrecognizedunderthisact,shallhaveatleastone(1)yearfromtheeffectivedateofthisacttofileapetitionoramotiontoreopenunderthisact.1995Tenn.Pub.Act207,3.Thepetitionercontendsthattheamendmentestablishedaoneyearwindowofopportunitywithinwhichanypetitionercouldfileanactionforpostconvictionrelief,whetherthestatuteoflimitationshadpreviouslyrunornot.  Recently,oursupremecourtruledthattheamendmentdidnotreviveanyactionwhichhadbeenbarredbythepreviousstatuteoflimitations.ArnoldCarterv.State,____S.W.2d____,No.03S019612CR00117,slipop.at6(Tenn.,atKnoxville,Sept.8,1997).Thus,thetrialcourtproperlydismissedthispetition.
