Thetrialcourtsorderreadsasfollows:    `    ThepetitionersproposetopledgetheassetsofAmericanBankersInsuranceCompanyofFlorida,theassetsofwhicharelocatedoutsidetheStateofTennessee,assuretytotheCourtonbondswhicharewrittenbyAAAAaronsActionAgencyBailBond,Inc.underaqualifyingpowerofattorneyissuedbyAmericanBankers. TheCourtrecognizesthatthepetitionershavecompliedwiththerequirementsandconditionsofdoingbusinessasasuretycompanyauthorizedtoexecutebondsassetoutbytheTennesseeDepartmentofCommerceandInsuranceStatuteatT.C.A.5615101,et.seq.,particularlyT.C.A.5615105.TheCourtnotes,however,thatpursuanttoT.C.A.4011302(b)professionalbailbondsman,asdefinedatT.C.A.4011301,areexcludedfromthelawsgoverninginsurancecompaniesandanyregulationbytheTennesseeDepartmentofCommerceandInsurance. T.C.A.4011124(a)andRule35oftheDavidsonCountyLocalRulesofPracticegrantthisCourtauthoritytodeterminewhichbondingcompaniesshallbequalifiedandapprovedtowritebondsinthiscountysubjecttocompliancewiththerequirementsandregulationssetforthbytheCourt. InitsOrderofOctober27,1982,inthecaseofStateofTennesseev.AthensBondingCompany,etal,No.951,theCourtdeterminedthatthebondingcapacityforabondingcompanyshallbecalculatedyearlyasthesumofA.)thecurrenttaxassessorsvaluationofpledgedproperty,multipliedbyfour(4);andB.)cashpledged,multipliedbyeight(8).Thebondingcapacityrepresentsthedollarlimitofallbondsthatabondingcompanymayproperlyhavependingatonetime. InthecaseofInre:IndemnityInsuranceCompanyofNorthAmerica,theTennesseeSupremeCourtrecognizedthat,eventhoughaninsurancecompanyhascompliedwithstatutesrequiringpostingofassetswiththeDepartmentofInsurance,thereis legalauthorityoflocalcourtstorequirepostingofadditionalassetstosecurebailbondobligationsofanyprofessionalbondsman,insurancecarrierorotherwise.594S.W.2d705at708(Tenn.1980). Itistherefore,ORDERED,ADJUDGED,andDECREEDthatupondeliverytotheClerkoftheCriminalCourtofeitheradeedoftrusttounencumberedrealestatelocatedinDavidsonCounty,orcash,certificateofdeposit,letterofcreditorotherliquidassets,petitionersshallbeauthorizedandapprovedtowritebailbondsfortheGeneralSessionsandCriminalCourtofDavidsonCounty,Tennessee,inaccordancewiththebondingcapacitydescribedabove.         Wefindthatthetrialcourtsjudgmentisnotarbitraryandcapricious.  AmericanBankersInsuranceCompanyofFloridahasgivenAppellantapowerofattorneyandhasagreedtoguaranteeperformanceonbondsundertakenbytheAppellantupto$500,000.TheAppellanthasbeenapprovedasbailbondsmaninthirteencountiesandtheFederalcourtsinNashville.AmericanBankersInsuranceCompanyhascompliedwiththerequirementsfordoingbusinessinTennessee.AninsurancecompanywhichdealsintheareasthatAmericanBankersdealsinmusthave$200,000ofsuretyondeposit.Tenn.CodeAnn.562104.ThismoneyisondepositinFlorida.  TheAppellantarguesthattheDavidsonCountyCriminalCourtsorderiscontrarytothiscourtsrulinginthecaseofInreDaleR.Kelley,C.C.A.No.5,HendersonCounty(Tenn.Crim.App.,Jackson,Apr.4,1990),(noRule11applicationfiled).However,inthatcase,ourcourtheldthattheHendersonCountyCircuitCourtspolicylimitingthebailbondprofessiontostateapprovedinsurancecompaniesisarbitrary.TheDavisonCountyCriminalCourtrelieduponitsenbancorderofOctober1982whereinallbondingcompanies(definedasanyentityorindividualengagedinthebusinessofsecuringappearancebondsinthevariouscourtsofDavidsonCounty)mustcomplywiththebondingcapacitydescribedintheorderappealedfrominthecasesubjudice.Inotherwords,thiscourtcannotdiscernthattheCriminalCourtofDavidsonCountyistreatingAppellantanydifferentlythananyotherpetitionerseekingtobeapprovedtowritebailbondsundersimilarcircumstances.  ThiscourtmorerecentlyheldinInreHitt,910S.W.2d900(Tenn.Crim.App.1995)asfollows:8 Atrialcourthasfullauthoritytodeterminewhoshouldbeallowedtomakebondsinitscourt.Gilbreathv.Ferguson,195Tenn.528,260S.W.2d276(1953)....Further,atrialcourthastheinherentpowertoadministeritsaffairs,includingtherighttoimposereasonableregulationsregardingthemakingofbonds.Taylorv.Waddey,206Tenn.497,334S.W.2d733(1960).Id.at90304(quotingHullv.State,543S.W.2d611,612(Tenn.Crim.App.1976).  ThetrialcourtwasconcernedaboutcollectingintheeventofafinalforfeitureiftheinsurancecompanystoppeddoingbusinessinTennesseeorwentoutofbusiness.Weconcludethatthisisavalidconcernonthepartofthetrialcourt.Therefore,therequirementofadeedoftrustorcash,certificateofdeposit,letterofcredit,orotherliquidassetstobeheldbytheCriminalCourtisnotarbitraryandcapricious.Becauseofthesoundreasoningsetoutaboveinthetrialcourtsorder,wefindthatthetrialcourtsjudgmentisnotarbitraryandcapricious.
