Whenadefendantcomplainsofhis/hersentence,wemustconductadenovoreviewwithapresumptionofcorrectness.T.C.A.4035401(d).Theburdenofshowingthatthesentenceisimproperisupontheappealingparty.T.C.A.4035401(d)SentencingCommissionComments.Thispresumption,however,"isconditionedupontheaffirmativeshowingintherecordthatthetrialcourtconsideredthesentencingprinciplesandallrelevantfactsandcircumstances."Statev.Ashby,823S.W.2d166,169(Tenn.1991).     `  X)  TheCommunityCorrectionsActof1985establishesacommunitybasedalternativetoincarcerationforcertainoffendersandsetsouttheminimumeligibilityrequirements.T.C.A.4036101through306.ThisActdoesnotprovidethatalloffenderswhomeetthestandardsareentitledtosuchrelief.Statev.Taylor,744S.W.2d919,922(Tenn.Crim.App.1987).  ThepurposeoftheTennesseeCommunityCorrectionsActof1985istoestablishapolicytopunishselected,nonviolentfelonyoffendersthroughcommunitybasedalternativestoincarceration.ThegoalsoftheCommunityCorrectionsActincludethefollowing:maintainingsafeandefficientcommunitycorrectionalprograms,promotingaccountabilityofoffenderstotheirlocalcommunity,fillinggapsinthelocalcorrectionalsystemthroughthedevelopmentofarangeofsanctionsandservices,reducingthenumberofnonviolentfelonyoffendersincorrectionalinstitutionsandjails,andproviding opportunitiesforoffendersdemonstratingspecialneedstoreceiveserviceswhichenhancetheirabilitytoprovidefortheirfamiliesandbecomecontributingmembersoftheircommunity....T.C.A.4036104(1)(5).  Beforeoneisentitledtocommunitycorrections,heorshemustbeeligiblepursuanttoT.C.A.4036106(a).Mereeligibility,ofcourse,doesnotendtheinquiry.WemustalsolooktotheCriminalSentencingReformActof1989.UnderthisAct,trialjudgesareencouragedtousealternativestoincarceration.T.C.A.4035102(6)statesthat adefendantwhodoesnotfallwithintheparametersofsubdivision(5)andwhoisanespeciallymitigatedorstandardoffenderconvictedofaClassC,DorEfelonyispresumedtobeafavorablecandidateforalternativesentencingoptionsintheabsenceofevidencetothecontrary.Militatingagainstalternativesentencingarethefollowingconsiderations:    Confinementisnecessarytoprotectsocietybyrestrainingadefendantwhohasalonghistoryofcriminalconduct;[c]onfinementisnecessarytoavoiddepreciatingtheseriousnessoftheoffenseorconfinementisparticularlysuitedtoprovideaneffectivedeterrencetootherslikelytocommitsimilaroffenses;or[m]easureslessrestrictivethanconfinementhavefrequentlyorrecentlybeenappliedunsuccessfullytothedefendant...    T.C.A.4035103(1)(A)(C).SeealsoStatev.Ashby,823S.W.2d166,169(Tenn.1991).  Insentencingthedefendant,thetrialcourtnotedthatasaRangeIIIpersistentoffender,thedefendantisnotpresumedtobeafavorablecandidateforanalternativesentence.IndenyingthedefendantsrequestforCommunityCorrections,thetrialjudgepointedtothedefendantsprevioushistoryofcriminalconvictionsandthedefendantsprevioushistoryofunwillingnesstocomplywiththeconditionsofasentenceinvolvingreleaseinthecommunity.Therecordcertainlysupportsthesefindings.Thedefendanthasacriminalrecorddatingfrom1984.Hehasbeenconvictedofnumerouscrimesincludingburglary,arson,robbery,forgery,passingbadchecks,larceny,assault,andtheft.Inaddition,hehasbeenconvictedofnumeroustrafficoffensesincludingmultipleconvictionsfordrivingonarevokedlicenseandoneconvictionfordrivingwhileundertheinfluence.Hehasbeengivenalternativesentencesinthepastandhasfailedtocomplywiththerequirements.Pastsentencesofprobationhavehadtoberevoked.̜  ThedefendantarguesthatheshouldhavebeengrantedCommunityCorrectionssothathecouldreceivetreatmentforhisproblemswithalcoholism.However,afterlookingatthedefendantsrecord,whichincludedonlyonealcoholrelatedoffense,thetrialjudgestated, Ifindthatyoudonothaveadrugoralcoholproblem,justfromyourcriminalhistory.Youjusthaveaproblemofobeyingthelaw.
