The Tennessee Department of Environment and Conservation is committed to improving customer service and has made changes to improve systems, increase efficiency, and improve the service we provide to our customers. Some of these major changes are outlined below:

Consolidation and Restructure of State's Boards

HB2387 (Public Chapter 986), sponsored by House Majority Leader Gerald McCormick and Senate Government Operations Chairman Mike Bell, was introduced by Governor Haslam to consolidate and restructure several of the state’s boards and commissions for increased efficiency. This consolidation will impact six TDEC boards and commissions.  Effective October 1, 2012:

·       The Oil and Gas Board will be combined with the Water Quality Control Board to become the Tennessee Board of Water Quality, Oil and Gas, consisting of 12 members.

·       The Petroleum Underground Storage Tank Board is being combined with the Solid Waste Disposal Control Board to become the Petroleum Underground Storage Tanks and Solid Waste Disposal Control Board, consisting of 14 members.

·       The Heritage Conservation Trust Fund Board will absorb the Conservation Commission and duties of the Conservation Commission will be folded into the Trust Fund Board. The legislation also included language changing the nominating process to allow the Governor to consider qualified nominees for appointments for nominated positions to certain boards that are submitted by any relevant representative group.

Create The Office Of External Affairs

The creation of the Office of External Affairs includes a Regional Director for External Affairs in each of our eight field offices across the state.  These Regional Directors serve as a single point of contact for communities across Tennessee.  (A summary of TDEC grant assistance programs is available at: www.tn.gov/environment/grants).

·       Jenny Howard has joined TDEC as Senior Counsel for Legislative Affairs

·       Casey Mahoney has joined as Director of digital Media and Publications

·       Shannon Ashford has joined the Dept. as Communications Officer.

Division of Solid and Hazardous Waste Management

Patrick Flood, P.E., is the department’s new Director of the Division of Solid and Hazardous Waste Management, and Lisa Hughey is the Division’s Deputy Director for Field Office Operations. 

Newly consolidated Division of Water Resources

 The Division includes three branches - Water Quality, Watershed Stewardship & Support, and Field Operations - focused on the Division’s initiatives of communication, customer focus, and education/outreach. Each of the branches administers water regulations, such as the Clean Water Act and the Safe Drinking Water Act, integrating the common functions shared by multiple regulations and adopting multi-media, integrated approaches.

·       Alan Schwendimann has been appointed the Division’s Chief Deputy Director.

·       Britton Dotson has been appointed Deputy Director for Water Quality.

·       Sherwin Smith has been appointed Deputy Director of Field Office Operation

·       Jennifer Dodd has been appointed as Deputy Director of Watershed Stewardship and Support.
