Former State House Rep. Billy Spivey has been disqualified from running for the District 14 state Senate seat, due to an unpaid fine to the Registry of Election Finance, Humphrey on the Hill reports. Spivey failed to pay the fine prior to the filing deadline, which would have been Thursday in the special election. Candidates who did meet the deadline include former State Rep. Joe Carr and entrepreneur Shane Reeves on the Republican side, and attorney Gayle Jordan on the Democratic side.
