Knox County Criminal Court Judge Steve Sword said that Mike Lowe should work more and spend less, but did not order more jail time for the former Knox County Trustee, Knoxnews reports. Lowe, who confessed in 2015 to stealing $750,000 in a scam he ran through his office, was arrested again for falling behind on the $1,850 in monthly payments toward the $200,000 he agreed to repay taxpayers. “It is extremely rare for imprisonment to be a just punishment for failure to pay money in a criminal action in this country,” Sword wrote in his ruling. Sword extended Lowe's probation by eight months for his delinquency.
