Tennessee’s sentencing code is “a hodge podge of inconsistent approaches” and is in need of reform, Tennessee Supreme Court Chief Justice Jeff Bivins told House Criminal Justice Committee members on Tuesday. The Tennessean reports that Bivins was among those calling for change to the system, which hasn’t seen comprehensive reform since 1989. “This needs to be a comprehensive effort, not a piecemeal approach,” Bivins said. “If we do piecemeal approaches it will fail, ladies and gentlemen.” Committee members also heard from representatives of the state’s district attorneys, public and private defenders, police chiefs and sheriffs, the Department of Corrections and criminal justice reform advocacy groups.
