The Department of Children's Services stopped releasing juveniles in detention on weekend home passes after police said a 16-year-old on a temporary release fled from custody and shot a man at a Nashville gas station, The Tennessean reports. Jennifer Nichols, the commissioner of Children’s Services said she was in the midst of "a top to bottom review of previous DCS policy regarding home passes." The abrupt reversal came following 16-year-old David Earl Mays' release on a home pass, despite a history of gun crime arrests and reports of violent behavior while in custody.
