The Fifth Circuit U.S. Court of Appeals ruled yesterday that Texas’ voter ID law violates the Voting Rights Act, but also said the law is not a “poll tax” intended to discriminate. In a unanimous decision, a three-judge panel ruled that the measure violates Section 2 of the landmark federal civil rights law.
