An ordinance to lessen penalties for carrying small amounts of marijuana passed the Memphis City Council today by a 7-to-6 vote, according to News Channel 3. Memphis becomes the second city in Tennessee, after Nashville, to decriminalize small amounts of the substance, which can now be punishable by a citation and a $50 fine or community service.
