The Tennessee Comptroller last week released a report on its findings from an investigation into the city of Jackson stemming from allegations of dubious dealings regarding contracts with its local baseball team and waste management provider, the Jackson Sun reports. The investigation began as an inquiry into actions by former Jackson Mayor Jerry Gist and other city officials regarding transparency and lack of oversight of reimbursement and subsidies given to these organizations. The report details "discrepancies" and "ambiguities" with the city’s waste management contract as well as issues in the bidding process, which led taxpayers to pay an additional $5.2 million subsidy for services. The comptroller also found the city was using its market fund to hide reimbursements to the Jackson Generals baseball team, with payments often split up into varying amounts to evade public disclosure laws.
