A federal judge in New York ruled against the Trump administration's decision to add a citizenship question to the 2020 census, NPR reports. U.S. District Judge Jesse Furman ordered the administration to stop its plans to include the controversial question on forms for the upcoming national head count "without curing the legal defects" the judge identified in his opinion. The district court ruling in New York is expected to be appealed to the 2nd U.S. Circuit Court of Appeals and, ultimately, to the Supreme Court.

The Montgomery County Commission voted Monday to appoint Rosalind Kurita to fill the Senate seat left vacant by Republican Mark Green when he was elected to Congress, The Leaf Chronicle reports. Kurita, a Democrat, is a former county commissioner and was previously District 22's state senator for 12 years. She said she doesn't plan to run for state senator in the special election, that begins with a primary on March 7 followed by the general election on April 23. The district includes Montgomery, Houston and Stewart counties.

U.S. District Court Judge Harry "Sandy" Mattice on Friday rejected a challenge to the Tennessee Valley Authority's plans to erect a transmission line through farmland in south Meigs County to help supply power for a new $300 million load control center, The Times Free Press reports. Mattice ruled that TVA was within its legal right in its order of possession issued to Greg Vital to enter his property in preparation for seeking a right-of-way for the power line route. Vital is the president and CEO of Morning Pointe Senior Living and owner of hundreds of acres of land near Georgetown.

FedEx has reached a $35.4 million settlement with the city and state of New York for three lawsuits alleging illegal shipments of cigarettes in the state over a 10-year period, The Commercial Appeal reports. In announcing the case against FedEx in 2014, the New York Attorney General’s office said FedEx made close to 33,000 illegal cigarette shipments amounting to more than 400,000 untaxed cigarette cartons to consumers in the state. This meant New York lost out on more than $10 million in tax dollars. In its settlement, FedEx, beyond the payment, agreed to reforms like ceasing domestic tobacco shipments (with limited exceptions) and having an independent consultant monitor the company’s compliance going forward.

A proposed class-action lawsuit filed by a dozen inmates at the Knox County jail claims the sheriff's video-only visitation policy violates their constitutional rights, Knoxnews reports. The complaint filed last month in U.S. District Court condemns the ban on in-person visits as "cruel and unusual" and lists other grievances that include overcrowding, a lack of fresh air and exercise, high commissary prices and poor medical and mental health care. The lawsuit claims the video visitation system routinely malfunctions and leaves inmates and their families staring at blank screens with no refunds. The inmates are demanding an end to long-term lockdowns and a return to face-to-face visitation.

A federal judge is ordering a TVA contractor accused in the nation’s first and largest case of mass poisoning by coal ash to sit down at the bargaining table with sickened workers, Knoxnews reports. Chief U.S. District Judge Tom Varlan on Friday ordered Jacobs Engineering into mediation in a toxic tort lawsuit filed on behalf of the hundreds of blue-collar laborers who were sickened — some fatally — after unprotected long-term exposure to the 7.3 million tons of coal ash that spilled from a dike at the TVA Kingston Fossil Plant in Roane County a decade ago. Jacobs was the firm placed in charge of the clean up process by TVA.

Dates have been formally set for both party primaries and a general election this year to fill out the remainder of U.S. Rep. Mark Green's unexpired term in the state Senate, The Leaf Chronicle reports. Political parties will choose their Senate nominees in a primary to be held on March 7. Then, the general election to choose Green's successor will be held on April 23. The winner will serve out the remainder of what would have been Green's four-year term, which ends next year.

National law firm Gordon Rees Scully Mansukhani has opened an office in Nashville as part of an expansion push, The Nashville Post reports. The new Nashville office is the firm’s 52nd, according to a release. Heather Gwinn Pabon and Thomas Quinn, both partners in the firm’s Denver office, are leading the new office as co-managing partners. Phillip Robert Brinson, a partner in Houston,  and Robert Blanchfield, formerly in private practice in the Nashville area, have also joined the office.

Popular urban fantasy author Sherrilyn Kenyon has filed a lawsuit in Williamson County court against her husband and his assistant, claiming they poisoned her in hopes of cashing in on her insurance and estate, The Tennessean reports. Kenyon accused Lawrence Kenyon and Kerrie Ann Plump of poisoning her with food and drink that they would “force her to eat.” The suit also accuses Lawrence Kenyon of siphoning off thousands of dollars for his personal use as well as purchasing a life insurance policy on his wife’s life without her knowledge.
