Democratic State Rep. Johnnie Turner announced today she will not seek reelection this year, the Memphis Daily News reports. Turner was first elected to the legislature in 2009, succeeding her late husband, Larry Turner. In her career, Turner was notable for passing legislation creating a Civil Rights Cold Case Joint Committee, which reviews unsolved criminal cases from the civil rights era for future investigation.

Davidson County lawyer Michael John McNulty was disbarred from the practice of law on Thursday. He must make restitution to two clients as a condition of reinstatement, and pay the board’s costs and expenses. McNulty signed two clients’ names to settlement checks without their permission, misappropriated the settlement funds and made misrepresentations to the clients that the checks had not been received. In several matters, McNulty did not represent clients diligently, did not communicate with them and did not respond to the board’s requests for information.

Volunteers are needed for an expungement clinic in Memphis Saturday at St. Andrew AME Community Life Center and Gymnasium, 1472 Mississippi Blvd. Those interested should let Amber Floyd or Brittany Williams know their availability. Training will be provided at 9 a.m., while the clinic starts at 10 a.m. The clinic is sponsored by the TBA's Young Lawyers Division, the Memphis Bar Association, the Ben F. Jones Chapter of the National Bar Association, the Tennessee Faith & Justice Alliance and the Shelby County General Sessions Clerk’s Office.

Vanderbilt Law students Emily Grand and Claudia Stantzyk-Guzek won the 2018 Bass Berry & Sims Moot Court Competition, held at Vanderbilt Law School Feb. 2, receiving the John A. Cortner Award and a cash prize for their win. The competition’s final round was argued before a panel of three federal appellate judges, including Judge Debra Livingston of the U.S. Court of Appeals for the 2nd Circuit, who served as the round’s Chief Justice, Judge Gregg Costa of the U.S. Court of Appeals for the 5th Circuit, and Judge Adalberto Jordan of the U.S. Court of Appeals for the 11th Circuit.

Knoxnews, in partnership with The Marshall Project, published an investigation today detailing how individuals awaiting judgment in Tennessee are frequently shipped to state prison and kept in solitary confinement if a judge deems the local jail insufficient to handle their medical, mental or behavioral issues. One example found a nonviolent offender sent to solitary confinement because she was sick with a skin infection. The issue is allowed to continue thanks to a law from 1858 that has never been changed.

A jury today found former Pilot Flying J President Mark Hazelwood and former account representative Heather Jones guilty of conspiracy to commit wire and mail fraud, Knoxnews reports. Co-defendants Scott Wombold and Karen Mann were found not guilty of conspiracy, but Wombold was found guilty of a single count of wire fraud. The group has been on trial since November over a plot to use fuel discounts to lure small trucking firms to do business with Pilot Flying J and then shorting those firms on what they were promised.

U.S. Rep. Diane Black is under fire for taking more than $200,000 in campaign donations from individuals affiliated with a trucking company and her efforts to maintain a loophole for diesel emissions testing, The Tennessean reports. Black was the subject of a New York Times story published today, which said the gubernatorial candidate was instrumental in continuing a loophole that allows rebuilt diesel engines to avoid modern emission requirements. The news prompted the filing of a complaint today with the state Bureau of Ethics and Campaign Finance.
