Based on recommendations from a task force on juvenile justice, Gov. Bill Haslam released a bill aimed at changing the juvenile system, Humphrey on the Hill reports. The Juvenile Justice Reform Act of 2018 focuses on a push for uniform data collection, implementing reasonable limits on length of custody, reserving detention for youth who have committed serious crimes or pose a public safety risk, and more. Christopher Drone Bassett was sentenced to life in prison today for the first-degree murder of Knoxville high school student Zaevion Dobson in 2015, Knoxnews reports. Co-defendants Richard Gregory Williams III and Kipling Colbert Jr., both found guilty of facilitation, were given total sentences of more than 100 years each. Criminal Court Judge Steve Sword called the murder a “planned” act of vengeance and said that Williams and Colbert were “equally culpable” in the crime.

Two Republican lawmakers introduced a bill yesterday that would allow the state to seize Confederate monuments from private owners, The Commercial Appeal reports. Rep. Matthew Hill, R-Jonesboro, and Sen. Frank Niceley, R- Strawberry Plains, introduced the Tennessee Historic Properties Act, which would expand the state’s eminent domain powers and force the city that owned the statues to pay expenses for the seizure.

American Bar President Hilarie Bass released a statement yesterday saying that special counsel Robert Mueller must not be undermined by “threats, intimidation tactics and interference by other branches of government,” the ABA Journal reports. Her comments come as the White House threatened to release a memo that alleges surveillance abuses by the FBI and the Department of Justice. The memo was declassified and released today.

The University of Tennessee System Administration has appointed Ashley Blamey to serve as its new Title IX coordinator, Knoxnews reports. In June, a Title IX Commission released a report recommending that the university establish a system-wide coordination immediately to track best practices and legal developments, as well as work on policy, prevention and awareness. Blamey is currently serving as coordinator for UT Knoxville, and will continue to serve in both capacities going forward.

The Nashville Metro Council might appoint a special committee with subpoena power to investigate travel and overtime expenses related to Mayor Megan Barry and her former head of security, The Tennessean reports. Councilwoman Tanaka Vercher said she plans to file a resolution that would appoint a committee of three to seven council members to oversee the investigation. This comes as attorneys for Barry sent a letter to the media threatening legal action should they publish rumors that Barry engaged in other affairs with metro employees.

The United States District Court for Western Tennessee is hosting an event to commemorate the 1968 federal litigation involving Dr. Martin Luther King, Jr.'s right to march with Memphis sanitation workers. The event is a co-production with the Federal Bar Association - Memphis/Mid-South Chapter and the Tennessee Bar Association. Guest speakers include Walter Bailey, Mike Cody and Charles Newman, who were attorneys for Dr. King, and Frierson Graves, attorney for the City of Memphis. It will take place on April 5 from 8:30 a.m. to 12 p.m. at the University of Memphis Cecil C. Humphreys School of Law's Wade Auditorium. Admission is free but seating is limited. RSVP before March 16 by emailing usdc_mlk50@tnwd.uscourts.gov.

Federal prosecutors in the Eastern District of Tennessee collected more than $11 million from criminal and civil actions in 2017, the Times News reports. The funds come from fines, restitutions and assessments, and went to victims or into the Crime Victims Fund. $9.3 million was from criminal actions and $1.76 million from civil ones.
