Illinois today became the 10th state to authorize an automatic voter registration program, the Brennan Center for Justice reports. The legislation held bipartisan support, passing unanimously in both chambers of the state’s legislature. The change means 1 in 4 Americans now live in a state where they can register to vote automatically when they interact with the DMV and other state agencies.

The judges of the Metro Nashville-Davidson County General Sessions Court have elected Judge Angelita Blackshear Dalton to preside over the court, effective tomorrow, the Nashville Post reports. The previous presiding judge was Casey Moreland, who stepped down in March and is awaiting trial on corruption charges. Dalton has served as judge of the court’s Division III and was first elected to the bench in 2006. She serves on the Tennessee Domestic Violence State Coordinating Council, the Tennessee Bar Association Task Force on the Rules of Judicial Conduct, and is a 2007 graduate of the TBA’s Leadership Law program.

A Texas federal judge yesterday issued a preliminary injunction blocking a state law imposing daily fines on local government that endorse so-called “sanctuary city” policies, the ABA Journal reports. The law was scheduled to go into effect on Friday. U.S. District Judge Orlando Garcia said the law likely violated the First Amendment.

A federal judge today handed down a two-year sentence for an engineer who bought American nuclear information for the Chinese government, the Knoxville News Sentinel reports. Chief U.S. District Judge for the Eastern District of Tennessee Tom Varlan said that the case of Szuhsiung Allen Ho is an “atypical” one – this prosecution is the first of its kind in the U.S. Ho insisted that the information he bought for China was to be used exclusively for the production of nuclear energy, not weapons, but Assistant U.S. Attorneys Charles Atchley and Bart Slabbekorn argued that regardless of Ho’s intent, China cannot be trusted to act responsibly with the information.

A Phoenix-based federal judge ordered an Oct. 4 hearing to consider whether President Donald Trump's official pardon of former sheriff Joe Arpaio requires her to toss his conviction, the ABA Journal reports. As Arpaio had yet to be sentenced, U.S. District Judge Susan Bolton canceled Arpaio's previously scheduled sentencing hearing as well. If Bolton does not vacate Arpaio's conviction of contempt of court, it will remain on his record, despite the presidential pardon.

U.S. Defense Secretary Jim Mattis announced that transgender troops will be allowed to continue serving in the military pending further study, USA Today reports. Mattis said that a panel of experts will review the issue, and he will consult with the Secretary of Homeland Security, before providing advice to President Donald Trump on how to proceed. The president announced earlier this summer via Twitter that transgender individuals will no longer be allowed to serve in the military, reversing a previous policy.

The Trial Court Vacancy Commission met today to consider nine applicants for the Circuit Court vacancy in the 11th Judicial District, representing Hamilton County. The vacancy was created by the retirement of the Hon. W. Neil Thomas III. After holding a public hearing and conducting public interviews, the commission selected James F. Exum III, Kyle E. Hedrick and Jennifer K. Peck as finalists for the position. The commission has forwarded the names to Governor Bill Haslam for his consideration.
