A Pegram 18-year-old has filed a lawsuit against three Cheatham County Sheriff’s Office deputies claiming they used excessive force against him while being held at the Cheatham County Jail, the Tennessean reports. Jordan Elias Norris suffered more than 40 pairs of Taser burns, the lawsuit alleges, during an incident that was captured on surveillance video. The three deputies, Mark Bryant, Josh Marriott and Jeff Key, have been placed on administrative leave in response. Norris’s lawyer told The Washington Post that the incident amounts to “torture.”

Heather Fleming, staff attorney for the City of Clarksville, has been named new chief of staff to Mayor Kim McMillian, The Leaf-Chronicle reports. She has been with McMillian’s administration since 2016. Prior to joining, she graduated from Nashville School of Law and practiced law in Nashville. Previous Chief of Staff Charlie Gentry retired in July.

Deputy city attorney of Murfreesboro David A. Ives was arrested and charged with domestic assault Friday night, the Daily News Journal reports. According to his own statements given to police, Ives had been drinking and became aggressive. The assault was allegedly prompted by an argument about something that happened on TV. According to a city spokesperson, he has not been disciplined and remains the deputy city attorney.

Gov. Bill Haslam’s office has tapped Reen Baskin to serve as his new director of communications, the Nashville Post reports. Baskin currently is the deputy director of the Office of Customer Focused Government. She’s a 2008 graduate of the Nashville School of Law and previously worked for Farris Mathews Bobango, prior to joining the Haslam administration.

A federal judge ruled on Friday against the Tennessee Valley Authority in a dispute over how it stores its coal ash near a Gallatin power plant, USA Today reports. The ruling comes after claims that the agency violated the Clean Water Act by storing coal ask in unlined storage ponds. The Southern Environmental Law Center argued the case on behalf of the Tennessee Scenic Rivers Association and the Tennessee Clean Water Network. The ruling requires TVA to excavate the unlined ponds and store the coal ash in a safe, lined landfill.

Davidson County lawyer Jennifer Elizabeth Jones was temporarily suspended by the Board of Professional Responsibility on July 31 for failing to respond to the Board regarding complaints of misconduct. The suspension remains in effect until dissolution or modification by the Tennessee Supreme Court.

Shelby County attorney Gerald Denny Waggoner Jr. was suspended from the practice of law for three years by the Board of Professional Responsibility on Aug. 1. Waggoner received a statutory award of attorney fees in an ERISA case. Although required by a written contingency fee agreement to credit any fee received toward that owed by the client, Waggoner demanded a 40 percent contingency fee upon settlement of the case. Without the knowledge or consent of his client, he removed the disputed fees from his trust account and converted them to his personal and business use, and failed to provide his client with a detailed accounting of the funds received.

The legal director leads, manages and supports legal personnel who provide direct client representation and serves as lead counsel or co-counsel in major litigation including class action lawsuits. Tennessee State House Minority Leader Craig Fitzhugh (D-Ripley) announced his candidacy for governor yesterday, the Tennessean reports, setting the stage for a Democratic primary with former Nashville Mayor Karl Dean. Fitzhugh is the CEO and chairman of a small bank chain in his hometown of Ripley. He has represented House District 82 for 23 years. He is politically tied to traditional Democratic constituencies like organized labor and teachers unions, separating him from the more business-centered Dean.
