U.S. Rep. Diane Black announced her candidacy for governor today, the Tennessean reports. Black is from Sumner County and is currently in her fourth term representing Tennessee’s 6th Congressional District. Black is considered a front-runner, as she has the highest name recognition of the leading Republican candidates. She will face off against entrepreneur Randy Boyd, businessman Bill Lee, Rep. Beth Harwell and Sen. Mae Beavers in the Republican primary in August 2018. The only Democrat to have officially announced plans to run is former Nashville mayor Karl Dean.

The U.S. Department of Education is seeking summary judgment for an American Bar Association lawsuit over lawyers dropped from the Public Service Loan Forgiveness program, the ABA Journal reports. In its motion filed Monday, the federal department argued that the ABA sued too soon, and that determinations of eligibility for loan forgiveness aren’t final agency actions subject to court review until the borrowers make 10 years of loan payments. The DOE had told the lawyers involved in the suit that their employers — the ABA, Vietnam Veterans of America and the American Immigration Lawyers Association — did not qualify under the program as public service organizations that provide public and legal education.

The Trial Court Vacancy Commission will consider eight applicants when it meets Aug. 24 in Dandridge to select finalists for the Circuit Court vacancy in the 4th Judicial District. The opening was created by the announcement of Judge Ben W. Hooper's retirement. The applicants are Jeremy Dane Ball of Dandridge, Keith E. Haas of Sevierville, James R. Hickman Jr. of Sevierville, Charles Scott Justice of Jefferson City, Carter Scott Moore of Cosby, Melissa Moore of Sevierville, Barry H. Valentine of Sevierville and Nella Robin Vargas of Blaine. The commission will interview the applicants at the Jefferson County Justice Center in a meeting which will include a public hearing starting at 9 a.m. EDT. The commission is expected to vote immediately following the interviews and forward three names to Gov. Bill Haslam for consideration.

A parent has filed a federal Title IX lawsuit against Metro Nashville Public Schools, saying her 15-year-old daughter was sexually assaulted and filmed by other students, the Tennessean reports. The suit claims her daughter had to leave Hunters Lane High School because of the district’s inaction, and asks for $3 million in damages. The girl was allegedly sexually assaulted by a male in an unlocked classroom while another student filmed it, and when the school learned of the video, it suspended all involved, including the girl.

The Hamilton County Herald this week profiled Chattanooga attorney Max Bahner, who at 83 years of age, refuses to retire after 57 years of law. Bahner’s wife framed a piece of paper his daughter made him sign, which stated that he would retire on Jan. 1, 2017 – a deadline which the Chambliss, Bahner & Stophel lawyer ignored. He describes how he felt called to the profession of law, his competitive spirit and his passion for supporting younger attorneys. “Why should I retire?” Bahner asked. “I’m only 83.”

The New York Times examines new difficulties prosecutors face in dealing with undocumented immigrants in the tough-on-immigration Trump era. In some cases, closing plea deals for minor crimes can lead to deportation. Such problems could ignite further local-versus-federal conflicts. One example in the story highlights the dilemma of prosecuting a 23-year-old Washington college student for driving under the influence. A Seattle prosecutor said he previously believed that every defendant should be treated the same regardless of circumstances, but in this case he ended up allowing the student to plead guilty to the lesser crime of reckless driving to save her from the “life sentence of deportation.”

A Sevier County committee is asking county commissioners to approve a new, more secure courts building, the Knoxville News Sentinel reports. The recommendation comes after a report showed critical security lapses at the Sevier County Courthouse. To help fund the project, Sevier County Commissioner Bryan Delius proposed adding a $50 fee to court costs.

A lawsuit filed against Fox News today claims that the cable news channel created a fake news story under supervision of the Trump administration, NPR reports. The story claimed that the Democratic National Committee was somehow connected to the death of Seth Rich, a DNC staffer who was shot last year in an unsolved case. It was retracted a week later by the network. The complainant, a Fox News contributor named Rod Wheeler, claims that the network put words in his mouth in order to support the claims made in the story, and did so with urging from the White House.

An IRS employee has sued the city of Memphis for the alleged stress caused from her inclusion in the Memphis City Hall “blacklist,” The Commercial Appeal reports. The Memphis Police Department included Janelle Macklin’s name in a security list, alongside political and community advocates, for what Macklin claims was because of her involvement in an anti-violence rally. The MPD eventually purged the list of her name and others who Police Director Michael Rallings said were added in error.
