The Tennessee Alliance for Legal Services (TALS) is now accepting nominations for its three annual Access to Justice Awards, which will be presented at the Equal Justice University Conference. The Janice M. Holder Award recognizes a professional in private practice, corporate counsel, a public servant or other social service advocate, the B. Riney Green Award recognizes someone who promotes inter-program cooperation across the state, and the New Advocate of the Year Award acknowledges someone who has been with their legal services program for five years or less. Nominations and any supporting documents must be submitted to TALS by June 23.

National law firm Epstein Becker and Green has chosen Nashville as its newest outpost, and named former Waller Lansden Dortch and Davis partner Richard W. Westling to lead it, the Nashville Post reports. Westling, who also previously worked as a federal prosecutor in New Orleans, will divide his time between the firm’s Nashville and Washington, D.C. offices. The firm specializes in health care, life sciences, employment and business disputes.

A U.S. Supreme Court ruling on printer toner cartridges this week protects a consumer’s “right to tinker,” The Washington Post reports. The Court found that in Impression Products v. Lexmark, Lexmark’s patent rights on their toner cartridges were not violated by Impression Products refilling Lexmark cartridges at a cheaper price. The decision has implications for companies that try to use patent law to restrict what consumers can do with their products after purchase.

The Division of Health Care Finance and Administration is seeking candidates for the position of General Counsel. The TennCare General Counsel leads a team of approximately 44 lawyers and 10 para-professional staff (all of whom are located in Nashville). The agency serves approximately 1.4 million Tennesseans and has an annual budget for the upcoming state fiscal year of just over $11 billion. Read more here.

Madison County Attorney Steve Maroney filed a lawsuit on behalf of the county against the City of Jackson yesterday over a city council tax vote, The Jackson Sun reports. The Jackson City Council voted earlier in May to reallocate $12 million to the city’s general fund instead of continuing to put it toward the Jackson-Madison County School System, breaking a 27-year tradition. The case will be heard in Chancery Court. The county is asking for a permanent injunction on the city to rescind its resolution. The county also filed an injunction to freeze the council’s vote until a trial can be held.

Two Nashville charter schools are drawing criticism for using an obscure board to issue tax-exempt bonds for school deals, The Tennessean reports. The deals were approved by the Metro Nashville Health and Educational Facilities Board for Rocketship and Purpose Prep charter schools. The deals exploit a loophole, as the facilities board can issue tax-free bonds to nonprofit groups. Rocketship is under particular scrutiny for its $7.74 million deal because it is a part of a national charter school network and has been monitored for violations of how it educates students with disabilities, English as a second language learners and homeless students.

The Tennessee Supreme Court is seeking comments on a petition seeking to amend Tennessee Supreme Court Rule 7, section 7.01, which governs educational requirements for admission of foreign-educated applicants to the practice of law in Tennessee. The petition -- filed earlier this year by the University of Tennessee and Vanderbilt University -- can be viewed here. Comments may be submitted to James M.
