On May 24, a CLE program on family law and the life cycle of a divorce will be held at the Bar Center. Sessions will cover the discovery process and include a panel presentation on social media that addresses both technology and evidentiary aspects. Speakers will address the mediation process and how best to prepare clients. A judges' panel will feature Judge Sheila Calloway, Judge Michael W. Binkley, Judge James Martin and Judge Clara W. Byrd. Sessions will also include legislative updates and preserving the record for appeal.

After rancor in the state House yesterday, the chamber undid much of the changes to the budget and passed a newly amended version of the proposed budget, the Tennessean reports. The latest version included an amendment of $55 million for road projects, which was originally set to go to the state Department of Transportation but will now be distributed among the 95 counties. The House voted 83-2, with only Rep. G.A. Hardaway (D-Memphis) and Rep. Andy Holt (R-Dresden) dissenting.

President Donald Trump signed an executive order yesterday to allow tax-exempt churches to more actively participate in politics, Reuters reports. The order does not erase the Johnson Amendment, which prohibited tax-free organizations from campaigning or supporting any one candidate for office, but rather directs the Internal Revenue Service to not enforce the law. The order also asks the government to issue rules to allow religious groups to deny their employees insurance coverage based on religious grounds, such as birth control pills.

The criminal case against former state Senator Joe Haynes has been delayed while Nashville judges have recused themselves from the case, the Tennessean reports. On Wednesday, Nashville's six criminal court judges signed an order saying they would not handle the case to avoid “even the appearance of any impropriety.” Trial Court Administrator Tim Townsend said he expects presiding Circuit Judge Joe Binkley to send a request next week to find a judge in a nearby county to handle the case.

Yesterday a federal judge granted class action status to a lawsuit filed on behalf of Tennessee inmates suffering from hepatitis C in state prisons, the Tennessean reports. The suit, filed by inmates Russell Davis and Charles Graham, calls on the Tennessee Department of Correction to provide treatment to every infected inmate. A 2016 investigation by the Tennessean found that 3,487 inmates were suffering from the disease but only eight were receiving treatment.

Next week, the Knoxville Bar Association will gather for a celebration of the lives and careers of attorneys who passed away since last August. Rev. Charles Fels and Justice Sharon Lee will be guests at the event, which will be held on Friday, May 12 at 3 p.m. in the Tennessee Supreme Court Courtroom, 505 W Main Street in Knoxville.

Pamela Johnson filed the 14th lawsuit related to the Woodmore Elementary Bus Crash last week, claiming her granddaughter suffered disfiguring injuries, psychological damages and considerable medical and economic expenses, the Times Free Press reports. The suit was filed in Hamilton County Court against driver Johnthony Walker, Durham School Services and the Hamilton County Department of Education. The suit lists the education department and Durham because neither entity removed or disciplined Walker after receiving previous complaints about him.

Tennessee Sen. Mark Green (R-Clarksville) has withdrawn his name from consideration as President Donald Trump’s Secretary of the Army, the Tennessean reports. Green blamed “false and misleading attacks” against him for causing a distraction from his nomination. Green came under fire for inflammatory remarks he made about LGBT citizens, leading Democrats and some Republicans to question the pick. Earlier this week, 41 civil rights groups signed a letter condemning Green's nomination. The person to eventually fill the position will follow the first openly gay Army Secretary, Eric Fanning.

Gov. Bill Haslam signed the controversial “natural and ordinary” bill into law today over calls from LGBT advocates to veto it, the Nashville Post reports. Haslam stated he did not believe the law would accomplish “anything that isn’t already relied upon by the courts, even after the U.S. Supreme Court’s Obergefell decision.” The legislation requires states to use the “natural and ordinary” meaning of undefined words in state law.
