Chattanooga attorney John Bartlett “Bart” Quinn died on Wednesday. He was 55. Quinn was a labor and employment lawyer with Chambliss, Bahner and Stophel for many years. He served on the Tennessee Trial Court Vacancy Commission, the Tennessee Judicial Nominating Committee, was chairman of the City of Chattanooga Transportation Board and was campaign director for Sen. Bo Watson. A memorial service will be held April 13 at 3 p.m. at First-Centenary United Methodist Church, with visitation held prior at 1 p.m. Send contributions to the Cameron Bean Memorial, 2236 Driftwood Road in Soddy Daisy, the Sarah Cannon Cancer Center, 2300 Patterson Street in Nashville, or the charity of choice.

The Tennessee Supreme Court has ruled that police officers’ warrantless entry onto a defendant’s property, despite “no trespassing” signs, was constitutionally permissible. In the majority opinion, Chief Justice Jeffrey Bivins opined, the Court determined that the defendant “failed to demonstrate that he had a reasonable expectation that ordinary citizens would not occasionally enter his property by walking or driving up his driveway and approaching his front door to talk with him ‘for all the many reasons that people knock on front doors.’” Justice Sharon Lee dissented, concluding police had no right to ignore the signs without a warrant.

The law license of Kenneth Keenan Crites was transferred to disability inactive status today by the Board of Professional Responsibility. Crites cannot practice law while on disability inactive status, but may return upon showing evidence that the disability has been removed and that he is fit to resume the practice of law.

Twitter has withdrawn a lawsuit against the U.S. Department of Homeland Security after the agency withdrew its order asking Twitter to reveal the user behind a critical account, NPR reports. The department had demanded the login information, phone number, mailing address and IP address of the user behind the “@ALT_uscis” account, which is allegedly run by Citizenship and Immigration Services employees. The agency had threatened legal action against the social media company if it did not comply.

A number of Tennessee lawmakers paid family members with campaign funds, the Tennessean reports. Five Republicans and five Democrats in the House were found to have paid family members for services like “labor,” “accounting” and “volunteer service.” State law prohibits elected officials for paying family members unless the money covers legitimate campaigning.

A federal appeals court on Tuesday ruled that Title VII of the Civil Rights Act protects employees from discrimination on the basis of sexual orientation, the ABA Journal reports. The majority of the 8-3 decision ruled on behalf of a former math teacher at a community college in Indiana who said she was denied promotions because she is a lesbian.

The Tennessee Supreme Court’s Indigent Representation Task Force will hold a press conference on Monday to announce the findings of its report and make recommendations for change. The details of the report, called Liberty and Justice for All: Providing Right to Counsel Services in Tennessee, will be discussed at the event, which will be held at the Old Supreme Court Chambers at the Tennessee Capitol Building at 1:30 p.m. Tune into the TBA's Facebook page for a livestream of the press conference on Monday.

TBA members say they are pleased with the Business Court pilot project, which is just completing its first phase. “We have heard nothing but positive feedback from our members who have used the program,” said TBA President Jason Long. “We look forward to the implementation of Phase II.” Since its inception, nearly 90 business cases have been transferred to the docket. Partners at Bradley recently published a piece in JDSupra about their decision to rebrand their firm into the single-word moniker, after a 2008 merger between Bradley Arant Rose & White and Boult Cummings Conners & Berry created confusion among clients and the marketplace. They wrote that not only did the rebrand eliminate confusion, it also created a more modern aesthetic for the firm.

The Memphis Bar Association (MBA) sent a letter last week to Tennessee’s elected officials in Washington, urging that the federal government continue to provide “robust funding” for the Legal Services Corporation (LSC). The LSC, the largest funder of civil legal aid in the country, faces the total elimination of funding under a proposed Trump administration budget. TBA President Jason Long issued a similar statement against the budget cuts in March, as did ABA President Linda Klein.
