The Commercial Appeal reports a wide margin of Tennesseans support allowing people convicted of felonies to vote after they've served their time, according to a new poll released Thursday by a group called Secure Democracy, a nonpartisan national advocacy group that works on election issues. According to the poll, 60% of Tennessee Republicans and 78% of Democrats support restoring voting for felons who have fulfilled the requirements of their sentences, showing strong bipartisan support for the issue. Eligible felons already can restore their voting rights in Tennessee, but the process is complicated and expensive.

Rep. Rick Staples, the Knoxville Democrat who violated the state legislature's sexual harassment policy, is stepping down from his leadership position in the House Democratic Caucus, the Tennessean reports. Staples, who has served as assistant minority leader, made the decision after the House Ethics Subcommittee, following an internal investigation, found Staples violated the General Assembly's sexual harassment policy. He previously apologized if his actions were "misinterpreted" by a woman who said Staples inappropriately grabbed her waist and made comments about her appearance, though he called the situation a "political character assassination."

Hamilton County lawyer Justin Grey Woodward today received a public censure from the Board of Professional Responsibility of the Tennessee Supreme Court. Woodward represented a client in a domestic relations matter, during which Woodward created a conflict of interest by exchanging sexually explicit text messages and emails with his client. There was a significant risk that Woodward’s personal interests materially limited his representation of the client. Woodward violated the Rules of Professional Conduct and is now publicly censured for this violation.

Results from the February 2019 Bar Exam are expected to be released late tomorrow morning or early tomorrow afternoon. A list of those applicants who successfully passed the exam will be posted on the TBA.org website as soon as they are available.

The Federal Society will host an event with Ilya Shapiro of the Cato Institute and Professor Steve Mulroy to discuss executive powers and immigration. The discussion will take place tomorrow at noon in the Wade Auditorium on the University of Memphis Cecil C. Humphries School of Law.

The U.S. District Court for the Middle District of Tennessee has made public a suit filed by Attorney General Herbert H. Slatery III against Franklin-based ProHealth Rural Health Services and its president and chief executive officer, Ray White. As detailed in the complaint, the state alleges White knowingly submitted invoices to the State of Tennessee that falsely inflated the number of Medicaid patient visits to ProHealth from 2012-2017. That caused TennCare to pay ProHealth more than $6,000,000 to which it was not entitled. The State is seeking $18,722.234 in damages under the Tennessee Medicaid False Claims Act and $440,000 in fines.

After four months, mediation between the $3 billion-valued Stine Seed Company and a collaborative of five black farmers affiliated with the Memphis-based Black Farmers and Agriculturalists Association has ended without resolution, The Commercial Appeal reports. "No new court date has been set," Patricia Rogers, a spokeswoman for the Memphis farmers' group wrote in a media alert. "The black farmers could be headed for a trial with the billion-dollar seed giant." Filed in April 2018, the group's lawsuit alleges fraud and discrimination involving soybean seeds a Stine representative sold the farmers.

Rep. Rick Staples has been directed to take "preventative action" and "remedial measures" after an internal investigation found he violated the legislature's sexual harassment policy, the Tennessean reports. The Workplace Discrimination and Harassment Subcommittee, part of the house Ethics Committee, met recently to review complaints against the Knoxville Democrat, and found him in violation of the policy. A letter from the committee detailing the findings did not specify what disciplinary actions are being taken against him, but it confirmed he has been instructed to work on his behavior.
