A Republican-backed bill that would create a two-store beer and liquor retailer limit has drawn criticism from a Maryland-based stored hoping to expand in Tennessee. Total Wine & More argues the bill (HB 2586 / SB 2094), sponsored by Rep. Curry Todd, R-Collierville, and Sen. Bill Ketron, R-Murfreesboro, is an effort to bar competition. Sponsors say the bill's main aim is to the allow supermarkets to stock up before a law allowing grocery stores to sell wine goes into effect July 1, the Associated Press reports.

Peyton Manning was cited in the federal lawsuit filed last week by six anonymous women against the University of Tennessee. The suit claims Manning exposed himself on a female athletic trainer in 1996 while he was the university’s star quarterback. Manning claimed he was “mooning” another athlete in the room. The trainer resigned from her job, sued the university and settled out of court. Manning and UT have not responded to the allegations outlined in the suit. Read more from CBS.

President Barack Obama said he will attempt to fill the Supreme Court vacancy within the last year of his presidency, despite Senate Republicans saying it is unlikely the nominee will be confirmed. NPR created a shortlist of potential nominees, including: Sri Srinivasan, a D.C. Circuit judge; Paul Watford, who was confirmed to the Ninth Circuit in 2012; and Patricia Ann Millett, who was confirmed to the D.C. Circuit Court in 2013. Presidential-hopeful Donald Trump announced his two potential nominees during the Republican debate Saturday: Judge Diane S. Sykes, a federal judge on the United States Court of Appeals for the Seventh Circuit and Bill Pryor, former Alabama attorney general and a federal judge in the United States Court of Appeals for the Eleventh Circuit, Law Newz reports.

Kathryn Barnett, attorney for the family of a 3-year old rape victim, said she is moving forward with discovery in the case following a judge's decision last week not to strike "offensive" allegations from the lawsuit. The alleged incident took place at Brentwood's Fellowship Baptist Church in 2014 while the toddler’s parents were attending a service. Barnett said the church failed to respond to discovery requests submitted Nov. 30 and she will now gather depositions from the church's leadership. In the suit, the parents say the church urged them not to pursue criminal charges and did not contact them about the incident until nearly a year after it occurred. The trial is planned for April 2017, Brentwood Home Page reports

Juvenile Court Judge Rob Philyaw today sent cases against two Ooltewah High basketball coaches and the athletic director to the Grand Jury after determining there was evidence to proceed on charges of not reporting child abuse. The men were charged after an alleged assault of an Ooletwah freshman during a basketball tournament. Philyaw said three other team members were victims as well. The three men will have to be booked at the County Jail within 30 days, The Chattanoogan reports. The three teens charged in the assault will appear in court next month.

"I think his legacy is about originalism," TBA President Bill Harbsion told The Tennessean when describing what he believes U.S. Supreme Court Associate Justice Antonin Scalia will be remembered for. Scalia died suddenly Saturday. He was nominated to the court in 1986 by President Ronald Reagan, was a vehement defender of the Constitution and leader of the court’s conservative bloc. While delivering the Constitution Day lecture at Rhodes College in Memphis last fall, Scalia argued against his fellow court members’ decision to overturn the ban on same-sex marriage. “He was a strong dissenter in our marriage case, but he had been on the court a very long time. I was sad to see that news [of his death],” said Harbison, who was part of the legal team in Obergefell v. Hodges. The Tennessean also talked to U.S. Senators Lamar Alexander and Bob Corker, U.S. Rep. Marsha Blackburn, Vanderbilt law professor Brian Fitzpatrick, Lt. Gov. Ron Ramsey and Attorney General Herbert Slatery.
