Kentucky Gov. Matt Bevin issued an executive order today removing county clerks' names from marriage licenses, Newsweek reports. Rowan County clerk Kim Davis, who was jailed after refusing to issue same-sex marriage licenses for religious reasons, advocated for her name to be removed from the licenses.

Kingsport Times-News reports Gary Hicks will complete the term of former state Rep. Mike Harrison, who resigned earlier this month. Hicks, a longtime Hawkins County commissioner, won the vote of the county commission on Monday. That seat comes up for election next year in the Aug. 4 state primary and the Nov. 1 state general election. The county commission is required to fill the seat vacated by Hicks within 120 days of it becoming vacant.

Security was increased at Circuit Court Judge Royce Taylor’s courtroom this morning after more than a dozen protesters from three states showed up for Anna Yocca’s remote arraignment hearing, The Daily News Journal reports. Yocca is charged with attempted first-degree murder after a failed attempt to end her pregnancy. No discussion hearing or plea date were set.

House Minority Leader Nancy Pelosi, D-Calif., and Rep. Alan Grayson, D-Fla., are calling for U.S. Supreme Court Justice Antonin Scalia to recuse himself from Abigail Noel Fisher v. University of Texas at Austin, an affirmative action case. Justice Scalia was accused of being racist after comments he made during oral arguments. "I think he should be held accountable," Grayson said. "We have to understand that this is a government of laws, not of men, and we need to have unbiased justice." Read more from KUTV.

The Washington Post highlights the growing threat of degrading photos and videos of nursing home residents posted on social media. ProPublica identified 35 instances since 2012 in which workers at nursing homes and assisted-living centers have shared images of residents, some of whom were partially or completely naked. At least 16 cases involved Snapchat and some of the posts led to criminal charges. "We have a dedicated Trust & Safety team that reviews abuse reports and takes action when they become aware of a violation, and we comply with valid legal requests from law enforcement," Snapchat said in a statement.

The Pennsylvania Supreme Court upheld the governor's constitutional authority to postpone executions in the state, The Associated Press reports. Gov. Tom Wolf issued the moratorium after taking office last January, saying the death penalty system was "riddled with flaws, making it error prone, expensive and anything but infallible." Philadelphia District Attorney Seth Williams challenged Wolf’s decision. "We extend our condolences to the victims of these horrendous crimes, who will not soon see the justice that was imposed by the jury and upheld by the courts," Williams said.

Leon Houston was freed Monday by U.S. District Judge Pamela Reeves after Houston spent 35 months in jail on a federal charge of being high on marijuana and possessing guns when he threatened to kill attorney Jim Logan. The Knoxville News Sentinel reports Reeves sentenced Houston to time served on the conviction and placed Houston on supervised release for two years. Logan represented Houston in the 2006 shooting deaths of Roane County Sheriff's Office Deputy Bill Jones and Mike Brown.

Greene County General Sessions and Juvenile Court Judge Kenneth Bailey Jr. and First Tennessee Human Resource Agency's Correctional Counseling Institute distributed $10,000 among several Greene County organizations from excess funds collected from probation fees. Greene County Drug Court, Safe Harbor Home and the Greene County Imagination Library are among organizations to receive funds during a check presentation planned for Monday at the Greene County Courthouse. This appeal arises from the trial court’s grant of summary judgment in favor of Plaintiff in an unlawful detainer action. The property at issue was sold in a foreclosure sale, and the purchaser assigned its interest in the property to Plaintiff. Plaintiff filed this unlawful detainer action seeking possession of the property from Defendant. The General Sessions Court entered judgment in favor of Plaintiff, and Defendant appealed to the Circuit Court.
