The Conference for Single Parents Rearing At-Risk Males, a new three-day program implemented by Davidson County Juvenile Court Judge Sheila Calloway, will offer training for 250 parents of at-risk males referred to Building Families and Communities Missions. The 6th U.S. Circuit Court of Appeals affirmed a ruling by Judge Harry S. Mattice that said former Bradley County deputy Dustin Patrick was not entitled to summary judgment on the basis of qualified immunity, The Times Free Press reports. Friday's ruling means the case will go to trial, but no trial date has been set. Patrick shot Armetta Foster in 2011 after she allegedly slashed him with a knife and drove off in his patrol car; Foster later died from the gunshot wounds. Foster’s father filed a federal civil lawsuit claiming that Patrick used aggressive force.

First Judicial District Chancellor John Rambo is accepting applications through Nov. 30 from those interested in being considered for appointment to the position of clerk & master for Washington County. Applicants must be residents of the county or be prepared to change residency before July 1, 2016, when the appointment takes effect. Interviews for the position, which pays $89,000, will be in December. The successful candidate may be asked to begin working with the current clerk & master during a transition period beginning in January 2016 at a negotiated transitional salary. A bill recently pre-filed for consideration in the 2016 legislative session would require Tennesseans over the age of 76 to take a vision test prior to renewal of their driver’s licenses, The Knoxville News Sentinel reports. The bill, which has failed in various forms in past legislative sessions, would allow applicants the option to submit a written statement from an ophthalmologist or optometrist in lieu of going through a Department of Safety test.

In a letter issued last week to state lawmakers, Gov. Bill Haslam revealed, according to the Knoxville News Sentinel, the Department of Health recently conducted unannounced inspections of the state’s four largest abortion providers to ensure they are in compliance with all laws and regulations. It is against Tennessee law to sell fetal tissues, but there are no laws in place requiring abortion providers to report on the disposal methods. In the letter, Haslam wrote that he intends to “prevent the abhorrent activities discussed in the Planned Parenthood videos from occurring in Tennessee.” The governor also wrote he would be proposing legislation in January "to strengthen accountability and transparency for surgery centers performing abortions."

The Knoxville News Sentinel reports State House and Senate committees will hold a joint hearing next month on refugee resettlement in Tennessee. "The attack in Paris serves as another wake-up call that ISIS is serious about embedding the enemy in our communities. This comes on the heels of the terrorist attack in our state this summer. While we want to act humanely in our efforts to help those who legitimately need assistance, we owe it to our citizens to place their safety as our highest priority," Sen. Ken Yager, R-Kingston, said.

Gov. Bill Haslam recently received a 64 percent approval rating in a survey of 1,442 registered Tennessee voters, the Daily News Journal reports. Morning Consult, an online polling publication, says the Republican governor ranks 7th among all governors. “Haslam is one of the most popular governors in the country, which in this day and age is quite a feat for someone who's run twice for statewide office,” James Wyatt, Morning Consult's director of polling, said in a statement.

The Obama Administration filed papers today asking the U.S. Supreme Court to immediately review its plan to protect and give work permits to as many as five million immigrants, the Associated Press reports. If the high court agrees to decide the case by June and finds in the administration's favor, it would give the president seven months to implement the plan. The Fifth U.S. Circuit Court of Appeals recently ruled in favor of 26 states, including Tennessee, that challenged the president's executive action.
