Attorney Troy L. Bowlin II has filed two lawsuits – one in the U.S. District Court and one in Knox County Circuit Court – accusing the Knox County Sheriff’s Office (KCSO) of inappropriately using a restraint chair to punish an inmate, The Knoxville News Sentinel reports. The lawsuit named as defendants the KCSO, Sheriff Jimmy “J.J.” Jones, two jail supervisors and other jail staff including 10 nurses.

Tennessee attorneys filed a 60-page appeal last week challenging the validity of the the Federal Communications Commission's (FCC) order in March to pre-empt a Tennessee law that prevents EPB, the Chattanooga-owned utility company, from providing broadband services in neighboring Bradley County. Nooga reports that the attorneys claimed that the FCC order overrides the Tennessee legislature’s authority regarding its municipalities.

The Shelby County Courthouse will hold a renaming ceremony in honor of the late Judge D’Army Bailey this Friday at 1 p.m. The courthouse is located at 140 Adams Ave. in Memphis. Judge Bailey was first elected to the Tennessee’s 30th Judicial District Circuit Court in 1990, then reelected in 1998, 2006 and 2014. He also was a founder of the National Civil Rights Museum.

The National Association of Law Students with Disabilities (NALSWD) announced the elections for its 2015-2016 Executive Board and Junior Officer Committees. In addition, there are several Junior Officer positions that are available to pre-law and law students. Application requirements are due Sept. 30.

The Tennessee Supreme Court reinstated Mitchell Stanley Givens to the practice of law to begin serving his probationary period on Sept. 22. Givens’ license was suspended for one year on Aug. 13, with 30 days to be served as an active suspension. Read the BPR release.

The News-Herald reports that adding an additional judge to the Loudon County General Sessions Court has helped mitigate the county’s growing caseload. Former Judicial Magistrate Hank Sledge joined Judge Rex Dale in September and both judges are responsible for five jurisdictions.

Brenda Lee McCann, a St. Augustine, Florida, attorney who is also licensed to practice in Tennessee and Alabama, was disbarred Sept. 22 by the Tennessee Supreme Court. The Supreme Court of Florida permanently revoked McCann’s license on Oct. 30, 2014. Read the BPR release.

Sumner County Chancery courtroom repair costs have more than doubled, forcing a delay in approving the $110,000 estimated upgrades, The Tennessean reports. “We keep sinking money into it and sinking money into it, and you have to look at the return on your investment,” commissioner Moe Taylor said. “I’m not seeing a great return. We just need to quit sinking money into this building.”

Attorney General Herbert Slatery said people cannot bring guns onto any property – including private property – if that property is being used for a school event, The Tennessean reports. "For example, if a private school were using church grounds to hold a festival encompassing the entire church property, gun possession would be prohibited on the entire grounds. However, if the school were using only a discrete and separate building on church grounds, other portions of the church's property might not fall within the scope of (the law)," Slatery wrote in the opinion issued Sept. 18.
