The Biden administration last week announced new guidance on how federal agencies can and cannot use artificial intelligence, National Public Radio reports. In a memo released by the Office of Management and Budget, officials said the guidance is a significant step in trying to ensure safe use of AI by balancing risk and innovation. Among the provisions, the guidance directs each agency to appoint a chief artificial intelligence officer and lays out plans to hire 100 AI professionals by the summer. Agencies have until Dec. 1 to implement the required safeguards.

The Lincoln Memorial University Duncan School of Law (LMU Law) Bankruptcy Moot Court team made its first appearance at the Sixth Annual Midwest Moot Court Competition last month. The team, comprised of Kelli Holmes, Rowan Jordan and Courtney Keegan-Smith, placed second overall. The school also recently fielded a team for the 32nd Annual Duberstein National Bankruptcy Moot Court Competition in New York. In this event, the team finished with the fourth highest brief score. Read more on the school’s Facebook page. Finally, the school sent two teams to the Texas Young Lawyers National Trial Competition. Two members advanced to the semifinals and finished in sixth place.

U.S. Magistrate Judge Cynthia Richardson Wyrick, of the District Court for the Eastern Grand Division of Tennessee in Greeneville, will be the commencement speaker for the Lincoln Memorial University Duncan School of Law (LMU Law) graduating class of 2024. Wyrick, a former TBA president, will address the 96 graduating students on May 9 at the Knoxville Civic Auditorium, beginning at 4 p.m. EDT. The Tennessee Bar Association is accepting nominations for its 2024 Justice Frank F. Drowota III Outstanding Judicial Service Award now through this Friday. The Drowota Award is given to a judge or judicial branch official of a federal, state or local court in Tennessee who has demonstrated extraordinary devotion and dedication to the improvement of the law, the legal system and the administration of justice, as exemplified by the career of former Tennessee Supreme Court Justice Frank F. Drowota III. The award will be presented at the TBA Annual Convention's Bench Bar Luncheon on June 13.

Headshot of Tennessee lawyer Charlotte Knight GriffinEads attorney and longtime Local Government Practice executive council member Charlotte Knight Griffin will serve as president of the Tennessee Bar Association in 2026-2027. After taking office as vice president at this summer’s TBA Convention, Griffin will become president-elect in 2024-2025 and then take over the organization’s leadership in June 2026. Knight Griffin began her career in private practice in Memphis after earning her law degree from the University of Tennessee College of Law in 1976. In 1978, she joined Memphis Light, Gas and Water Division as a staff attorney. She was named the manager of legal services in 2000. She retired in April 2023 after 45 years of service. Knight Griffin has been active in the TBA for many years, currently serving as speaker of the House of Delegates and member of the Board of Governors. She is a past chair of the Local Government Practice and Litigation sections, charter fellow of the Young Lawyers Division and a past executive officer of the YLD. Read more about her background.

In addition to Knight Griffin’s election as vice president, several other key positions for the 2024-2025 bar year were certified via uncontested election results. These include TBA Board of Governors members as well as Tennessee representatives to the ABA House of Delegates. Two vacancies will be filled by the Board of Governors. After approving a fifth judicial commissioner position at its last meeting, the Hamilton County Commission named Rachel Ortwein to the post last week. Ortwein, who previously was an assistant district attorney, had been serving as an "on call" judicial commissioner. She was the only applicant for the position, Chattanoogan.com reports. She will join Chief Lori Miller, Ron Powers, Charles Paty and Blake Murchison. Judicial commissioners, also known as magistrates, set bonds and handle warrants.

The Tennessee Innocence Project will host an event on April 18 in Chattanooga highlighting the work of the organization. Roger Dickson with Miller & Martin and Andrea Hayduk with the Hamilton County Public Defender’s Office will discuss the mission of the Tennessee Innocence Project and attendees will hear from exoneree Joyce Watkins, who spent 27 years in prison for a crime she did not commit. The Judicial Conference of the United States has authorized the appointment of a full-time U.S. magistrate judge for the Eastern District of Tennessee at Chattanooga. The district court is now accepting applications for the position, which will serve a term of eight years. Application forms are available on the court’s website or may be obtained from the court clerk’s office. Applications must be saved as a pdf and emailed to Human_Resources@tned.uscourts.gov no later than 5 p.m. EDT on April 5. Williamson County lawyer Melanie Valunas Dillender has been reinstated to the practice of law. Dillender had been on inactive status since Jan. 3, 2007. The Board of Professional Responsibility reviewed the reinstatement petition and reported to the Tennessee Supreme Court that it was satisfactory. The court issued the reinstatement order today and made the action retroactive to March 22.
