A Nashville grand jury has indicted police officer Andrew Delke on a first-degree murder charge in the fatal shooting of Daniel Hambrick, the Tennessean reports. The Nashville district attorney's office announced the move this afternoon. Delke is the first Nashville officer ever to be charged after an on-duty shooting. His defense says he will plead not guilty in the death of Hambrick, who was shot three times in the back during a foot chase in July.

Today Lincoln Memorial University Duncan School of Law hosted its annual Sandra C. Ruffin Memorial Symposiumin in the Robert Watson Courtroom of the Knoxville campus. The topic was “The Second Amendment: Its Meaning and Implications for Modern America.” Speakers included Clayton Cramer, Carl T. Bogus, Stephen P. Halbrook, David B. In his final day of office, Gov. Bill Haslam granted executive clemency to 23 current or former Tennesseans, the Tennessean reports. “These individuals receiving pardons have made positive contributions to their communities and are worthy of the forgiveness that may help them restore their rights or obtain employment. Those receiving commutations will gain another chance to become contributing members of society,” Haslam wrote in an issued statement. Among the list include some whose crimes were committed in the earlier 1970s, and several who were convicted for drug charges.

A nonprofit led by newly elected U.S. Rep. John Rose, R-Cookeville, that operates the annual Tennessee State Fair sued Metro Nashville earlier this month seeking an injunction to halt construction of the city's new Major League Soccer stadium at the fairgrounds, the Tennessean reports. Tennessee State Fair Association argues that plans for the new MLS stadium do not leave sufficient space and structures for the state fair, which is a protected use in the Metro Charter. Chancellor Ellen Hobbs Lyle in November denied a similar injunction request in a separate lawsuit filed by fairgrounds supporters that argued flea markets wouldn't be able to co-exist with the stadium.

The TBA’s Winter Leadership Conference kicked off today in Nashville, and will include the annual Public Service Luncheon tomorrow at the DoubleTree Hotel. The luncheon will recognize the 2019 Pro Bono Award honorees, including Angie Bergman, who will receive the Harris Gilbert Pro Bono Volunteer of the Year Award, Adrienne Kittos, who was named the Ashley T. Wiltshire Public Service Attorney of the Year Award, and Amber Vargas, who will be given the Law Student Volunteer of the Year Award. The Leadership Conference will see attorneys involved in TBA leadership roles from across the state gathering to learn and collaborate. The association's Board of Governors and leaders from the Young Lawyers Division, Sections, Committees and other groups will also meet.

Gov. Bill Haslam yesterday appointed Patricia Head Moskal to a Davidson County Chancery Court vacancy, the Tennessean reports. Moskal will replace Chancellor Claudia Bonnyman, who retired earlier this month. Moskal is a partner at Bradley Arant Boult Cummings and has practiced in Nashville for more than 30 years.

Long time Cookeville attorney, L. Dean Moore, died on Jan. 13 at 77. A native of Nashville, he graduated from the University of Tennessee College of Law. After law school, he served as a Captain in the U.S. Army JAG Corps., where he practiced law in the appellate division before the U.S. Court of Military Appeals. Dean then moved to Cookeville, where he was the senior partner at Moore, Rader, Fitzpatrick and York law firm from 1968 until the time of his death. The family will receive friends from 4 to 8 p.m. on Friday, at Hooper, Huddleston and Horner Funeral Home in Cookeville, and from 11 a.m. until the time of the funeral service at the church on Saturday. Funeral services will be held at noon at the First United Methodist Church. Interment with military honors will follow at Nash Cemetery. In lieu of flowers, contributions may be made to the Cookeville First United Methodist Church, 165 East Broad Street Cookeville, Tennessee 38501.
