Today the Supreme Court of Tennessee temporarily suspended Knox County lawyer John Harley Fowler upon finding he failed to respond to the board regarding complaints of misconduct and posed a threat of substantial harm to the public. Section 12.3 of Supreme Court, Rule 9, provides for the immediate summary suspension of an attorney’s license to practice law in cases of an attorney’s failure to respond to the Board regarding a complaint of misconduct or posing a threat of substantial harm to the public.

Former Nashville judge Casey Eugene Moreland was disbarred today by order of the Tennessee Supreme Court, consecutive to any period of incarceration. The Tennessee Supreme Court suspended Moreland on June 5, 2018, based upon his guilty plea to obstruction of an official proceeding, conspiracy to retaliate against a witness, conspiracy to commit theft, destruction of records and tampering with a witness. The Board of Professional Responsibility instituted a formal proceeding to determine the extent of final discipline to be imposed. Moreland entered a conditional guilty plea to disbarment and any restitution ordered in United States of America v. Moreland.

Memphis Congressman Steve Cohen announced today that he will run for re-election in both 2020 and 2022, The Commercial Appeal reports. Cohen was first elected to the U.S. House of Representatives in 2006 after 24 years in the Tennessee State Senate. He previously was a Shelby County commissioner. He won his seventh consecutive term in the U.S. House in November with around 80 percent of the vote.

The 6th Circuit Court of Appeals says former Pilot Flying J Vice President Scott “Scooter” Wombold doesn’t have to go to prison just yet, due to Senior U.S. District Judge Curtis L. Collier Jr.'s decision during Wombold's trial to allow jurors to hear secret recordings of former company president Mark Hazelwood's drunken, racist rants during a corporate meeting. Knoxnews reports that this is the second such decision made by the 6th Circuit, as it also delayed Hazelwood's trip to prison back in November. Wombold claims the jury was unfairly prejudiced against him due to the recordings.

The bust of Confederate general and Ku Klux Klan leader Nathan Bedford Forrest will likely remain in the Tennessee Capitol for the foreseeable future, as Gov.-elect Bill Lee has stated he opposes removing it, The Tennessean reports. The statue was first placed in the Capitol in 1978, and there have been calls for its removal for years, including a bill last year that would have moved it to the Tennessee State Museum.

The Trump administration more than doubled the number of judges it confirmed to federal appeals courts in 2018, exceeding the pace of the last five presidents, NPR reports. Five of the country's 12 circuit courts are now composed of more than 25 percent of Trump-appointed judges. The report concludes that the 8th Circuit, which covers Arkansas, Iowa, Minnesota, Missouri, Nebraska, North Dakota and South Dakota, has experienced the "most significant transformation," followed by the 7th Circuit across the U.S. Midwest and the 5th Circuit, which spans Texas, Mississippi and Louisiana.

At their first committee sessions of the new year on Jan. 9, Shelby County commissioners will discuss $25 million for a new Juvenile Court detention center to be run by the Shelby County Sheriff’s Office, The Daily Memphian reports. The meeting will include discussions beyond the building itself, as some commissioners still want some oversight of Juvenile Court to replace six years of U.S. Justice Department oversight that ended in October.

Though the county said it has not used the tool, last year Shelby County entered into a contract to provide county investigators with a high-tech surveillance tool that would track and monitor all inmate calls, including the voice prints and cellphone locations of individuals who are not incarcerated. The Commercial Appeal reports that since the contract with prison phone provider GTL was signed last year, similar services offered by other companies have come under investigation by the Federal Communications Commission.

Due to the federal government shutdown, the U.S. District Court for the Western District of Tennessee issued an order today staying "all proceedings in civil cases where the U.S. Attorney is counsel of record" until Congress restores its funding.
