A bill providing protections for people to regain property seized by law enforcement is headed to Gov. Bill Haslam’s desk after passing the Senate yesterday, the Times Free Press reports. The bill’s sponsor, Sen. Todd Gardenhire, R-Chattanooga, said it was the rare piece of legislation that had backing by both the Beacon Center and the American Civil Liberties Union. The legislation requires authorities to provide notice within five days of a property seizure of a forfeiture-warrant hearing, and says a seizing agency found to be in the wrong must pay attorneys fees. It also provides a more defined process for individuals charged with a crime to recoup their property seized, provided that property was not involved in commission of a crime.

Former Johnson City mayor Steve Darden has qualified to challenge incumbent state Rep. Micah Van Huss, The Johnson City Press reports. Darden, an attorney, served for 10 years on the city commission. Van Huss was first elected in 2012. Both are Republicans and will face off in the primary, with the winner to take on independent candidate Murphy Johnson and Democrat Justin R. Leslie in the general election.

The Department of Homeland Security Investigations division and the IRS conducted immigration raids in Morristown this morning, the Citizen Tribune reports. The Southern Provision slaughterhouse was the site of the enforcement action, and multiple individuals were detained at the National Guard Armory. The executive director of the American Bar Association has announced a major restructuring of the organization, the ABA Journal reports. The association will now be organized under nine centers, all of which fall under the four goals of the ABA: serving members, improving the profession, eliminating bias and enhancing diversity, and advancing the rule of law. No entities have been eliminated, but staff cuts will occur.

The Tennessee Bar Association is now accepting nominations for consideration for its first ever Fourth Estate Award, created to honor “courageous reporting on justice and the law.” The winner will be a journalist or journalists from newspapers, TV, radio, digital media, book publishing or social media who have shown courage in exercising First Amendment rights in the promotion of public understanding of how the law and our legal system works. The deadline for submissions is May 10.

U.S. Supreme Court Justice Sonia Sotomayor gave a candid and inspiring lecture to students at Vanderbilt Law on Tuesday, the school reports. In addition to talking about her personal story, Sotomayor shared her thought process for making decisions in the nation’s highest court. “With every case in which we rule, there’s a winner and a loser. I bear that in mind with every decision.” Sotomayor said. “There’s never a question of doing the least harm. It’s almost inevitable we will cause harm to someone.” She encouraged the students to live “with integrity” and leave the world “a slightly better place than you found it.”

Knox County prosecutors have not yet decided if they will seek the death penalty for Eric Boyd, the fifth accused in the 2007 murders of Channon Christian and Christopher Newsom, Knoxnews reports. Boyd has not yet entered a plea for his charges of kidnapping, rape and murder. He has already been convicted for his role in harboring Lemaricus Davidson, who was found guilty of leading a group of men who carjacked, tortured and killed Christian and Newsom.

Tad Cummins, the former teacher charged with taking a 15-year-old student across state lines, pleaded guilty on Thursday, The Tennessean reports. He also admitted to an obstruction of justice charge. He will be sentenced at a later date.

Tennessee House Rep. Harold Love Jr. announced today his run for mayor of Nashville, The Tennessean reports. Love, a Democrat, has served in the House since 2012, representing District 58. Love has also qualified to run for reelection for his current position. Both elections are expected to take place on Aug. 2, pending a Tennessee Supreme Court ruling on the mayoral vote. The Nashville Post has a list of all 11 candidates vying for the position.
