Emanuel K. Samson, the suspect accused of a deadly mass shooting at a church in Nashville, was indicted today on 43 criminal charges, including murder, civil rights intimidation and aggravated assault, The Tennessean reports. The shooting occurred on Sept. 24 at Burnette Chapel Church in the Antioch area. One woman was killed and seven others were injured. Investigators say Samson admitted to opening fire outside the church.

A bill that would establish some of the toughest rules on opioid prescriptions in the country got its first committee endorsements in the House and Senate this week, WPLN reports. The law limits doctors to prescribing three days worth of medication for most patients, but for those prescriptions, doctors would not be required to run a patient’s name through the state’s controlled substance monitoring database.

Federal authorities have charged Nan Casey in connection to an embezzlement scheme allegedly conducted by former Nashville General Sessions Judge Casey Moreland, The Tennessean reports. Moreland and Casey are accused of working together to embezzle funds from the drug court program, and once the FBI began an investigation, Moreland allegedly instructed Casey to destroy evidence. Casey was charged with conspiracy and destruction of records.

A new nationwide study examining links between childhood poverty and incarceration showed that one Nashville zip code, 37208, had the highest incarceration rates in the whole country for individuals born between 1980 and 1986, WPLN reports. At 14 percent, the North Nashville zip code ranked three points higher than the next neighborhood on the list, in Portsmith, Virginia. The study’s authors did not examine causation for each geographic area, but cited factors such as family environment, biological stressors associated with poverty and the school-to-prison pipeline as potential connections.

The state of Oklahoma, short of drugs needed to perform lethal injections, will likely switch to nitrogen inhalation for future executions, the ABA Journal reports. Nitrogen “hypoxia,” which deprives the body of oxygen, has never been tried by any country in the world. State Attorney General Mike Hunter said Oklahoma could begin these executions by the end of the year.

The state of Tennessee has punished individuals without a “natural hair stylist” license nearly $100,000 since 2009, the ABA Journal reports. Each instance of unlicensed work can be punished up to $1,000, with some stylists racking up multiple fees. A pending bill in the legislature would repeal the licensing requirement for natural hair stylists, joining 23 other states.

A federal appeals court has resurrected a lawsuit, previously tossed for being filed too late, against a former Blount County Sheriff’s Office detective for withholding key evidence, Knoxnews reports. Douglas Jordan, who went to prison for second-degree murder in 2002 for the 1998 death of Jennifer Byerley, is suing former detective Scott Carpenter, who withheld evidence that Byerley’s killer might have been a Mexican national with whom she argued with on the night of her death. Carpenter found a knife in his room and a second knife near where Byerley’s body was dumped but didn’t inform Jordan’s defense team.
