When the Tennessee suffragists began to call for ratification in May 1920, the General Assembly had already completed its business for the year and was not in session. The Tennessee suffragists petitioned the governor to call a special session. Gov. A.H. Roberts was a nervous politician who was facing a difficult and uncertain re-election in his own party’s August primary. He finally announced he would call a special session after receiving a telegram from President Woodrow Wilson saying, “It would be a real service to the party and to the nation if it is possible for you ... to call the special session of the Legislature of Tennessee to consider the Suffrage Amendment.” Source: “Countdown in Tennessee” by Carol Lynn Yellin
